RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 3 to the Professional Services Agreement No. A-11031 with TRC Engineers, Inc., to provide for the study of additional alternatives and incorporate the results into a mini Project Study Report for the Davis Road Bridge Replacement Project at Salinas River, County No. 208, State No. 44C068, Federal Aid Project No. BRLS-5944 (068), Project No. 360065, in the amount of $163,513 for a total amount not to exceed $560,363, and extend the term to December 31, 2014; and  
 
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 3 to Professional Services Agreement No. A-11031 and future amendments that do not significantly alter the scope of work or change the approved Agreement amount.
 
SUMMARY/DISCUSSION:
On October 9, 2007, the Board of Supervisors approved Professional Services Agreement (PSA) No. A-11031 with TRC Engineers, Inc., (TRC) in the amount of $396,850 to provide structural engineering services for the Davis Road Bridge Replacement Project, County No. 208, including the widening of Davis Road to four lanes between Blanco Road and Reservation Road, Project No. 360065, Federal Aid Project No. BRLS-5944(068) (Project), for a term to January 17, 2010.
 
On January 15, 2010, the Contracts/Purchasing Officer executed Amendment No. 1 to PSA No. A-11031 to extend the term of the PSA to February 28, 2011.
 
On March 1, 2011, the Contracts/Purchasing Officer executed Amendment No. 2 to PSA No. A-11031 to extend the term of the PSA to June 30, 2013.
 
Amendment No. 3 to the PSA is necessary to develop an acceptable configuration for the Project that does not increase the water elevation of major flood events (zero backwater).  The hydraulic study for the Davis Road Bridge required the complete surveying of the Salinas River floodplain from the town of Spreckels to the Blanco Road Bridge.  Extensive hydraulic studies were conducted during the initial study period.  No presently conducted study was successful in obtaining a satisfactory result that would result in zero backwater.  The zero backwater requirements are necessary to adhere to Federal Emergency Management Agency (FEMA) requirements for new bridge construction.  To date, the preliminary studies for a typical bridge and roadway configuration that will provide a bridge alternative that will not raise the backwater elevation of the Salinas River during major flood events have met with limited success.  This study period resulted in a long initial delay in the project.  The unique nature and width of the Salinas River floodplain at the Project site has resulted in alternatives that would not achieve the required zero backwater profile or would do so with substantial grading with environmental damage.  Initial investigations have indicated that bridge configurations that are substantially longer than those initially investigated, in the range of 1,700 feet, will result in the required zero backwater profile.
 
Amendment No. 3 will provide for the study of additional alternatives and incorporate the results into a mini Project Study Report (PSR) for the Project.  The studies of the 1,700 foot long alternatives that will be included in the mini-PSR have initially indicated that they would result in an acceptable bridge configuration that satisfies the hydraulic requirements for the Project.  The PSR will be represented to Caltrans to justify the additional cost of the longer bridge alternatives that will be studied.  Amendment No. 3 will increase PSA No. A-11031 by $163,513, for a total amount not to exceed $ 560,363, and extend the term to December 31, 2014.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, and Auditor-Controller, have reviewed and approved Amendment No. 3 as to form and legality, and fiscal provisions, respectively.
 
FINANCING:
There is no impact to the General Fund.  The estimated total cost of the Project, including engineering, environmental, right-of-way and construction, is $27,039,020.  Funding from a variety of Federal, State, and Local revenue has been authorized for design and environmental phases of the Project.  Sufficient funds are available in the Resource Management Agency - Public Works Budget (Fund 002, Unit 8195) to finance Amendment No. 3.
