Title

Consider proposed member of the Board of Supervisors’ appointments to various Standing Committees and Non-County Entities for calendar year 2024 as recommended by the incoming Chair of the Board of Supervisors AND consider creation, dissolution and/or continuation of certain Board of Supervisors Ad Hoc Committees.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Consider the proposed member of the Board of Supervisors’ appointments to various Standing Committees and Non-County Entities as proposed by the incoming Chair; and,

b.                     Consider the following options for each of Board of Supervisors Ad Hoc Committees:

i.                     Creation or dissolution from 2024 appointments list; or

ii.                     Confirm appointments and establish new termination date.

SUMMARY:

In March 2022, the Board of Supervisors (Board) adopted policy language establishing the rotation of appointments to standing committees with three-year terms, sequentially by district, and continued confirmation of members to ad hoc committees and appointments to non-county entities at the beginning of each calendar year.

DISCUSSION:

Board Policy G-10 (Exhibit A) addresses Board standing and ad hoc committees, non-county entities to which the Board makes appointments, and the process for making such appointments.  The policy set forth a rotating membership for standing committees with three-year terms and continued the confirmation of ad hoc committees and appointments to non-county entities on an annual basis.

Standing Committees

The rotational sequence for standing committee appointments commenced on January 17, 2023, following Board approval.  However, staff recently identified an error in the approved  rotation schedule related to the Equal Opportunity Committee. The schedule requires approval by the Board as noted in the redlined Exhibit B.

Non-County Entities:

Pursuant to Policy G-10, the County Administrative Officer (CAO) solicited input from each supervisor regarding service on various non-county entities to which the Board makes appointments. The CAO, Chief Assistant CAO, and County Counsel have conferred with the incoming Chair regarding Board member preferences on such entities. The incoming Chair will provide recommendation for member of the Board of Supervisors’ appointments to those entities for the Board’s consideration.

Ad Hoc Committees

There are nine ad hoc committees of the Board, listed with detail on Exhibit C for the Board’s reference.  Board direction is sought regarding the creation, dissolution and/or continuance of the identified ad hoc committees.

A consolidated list of standing committee appointments and proposed member of the Board of Supervisors’ appointments to various Non-County Entities by the incoming Chair is attached to this report as Exhibit D for Board consideration.

Upon Board direction, the County Administrative Office will modify and post the 2024 appointment list accordingly.

OTHER AGENCY INVOLVEMENT:

The County Administrative Office coordinated with the Office of County Counsel and the incoming Chair of the Board of Supervisors (District 2).
