Adoption of a Resolution to:
a. Approve the Scope, Cost and Schedule for the New Juvenile Hall Project and submittal to the Board of State and Community Corrections for Project Establishment with the State; and
b. Support authorizing and directing the County Administrative Officer Resource Management Agency Director, and Chief Probation Officer to take such other further actions as may be necessary or appropriate to move the Project forward to meet State milestone requirements for design submissions as defined under the SB 81 2007 Youthful Offender Rehabilitative Facility Construction Funding Program.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Approve the Scope, Cost, and Schedule for the New Juvenile Hall Project and submittal to the Board of State and Community Corrections for Project Establishment with the State; and
b. Authorize and direct the County Administrative Officer, Resource Management Agency Director, and Chief Probation Officer to take such other further actions as may be necessary or appropriate to move the Project forward to meet State milestone requirements for design submissions as defined under the SB 81 2007 Youthful Offender Rehabilitative Facility Construction Funding Program.
SUMMARY/DISCUSSION:
Support of the recommended actions provide for the required documents for project establishment and authorizes the County Administrative Officer (CAO), Resource Management (RMA) Director, and Chief Probation Officer to take other further actions as may be necessary or appropriate to move the Project forward to meet State milestone requirements for design submissions as defined under the Senate Bill 81 (SB 81) 2007 Youthful Offender Rehabilitative Facility Construction Funding Program.
On April 22, 2014, the Board of Supervisors authorized the Chief Probation Officer to submit the revised Project Scope, Cost, and Schedule to the Board of State and Community Corrections (BSCC) for approval. BSCC approved the revised Project Scope, Cost, and Schedule on May 8, 2014.
OTHER AGENCY INVOLVEMENT:
Resource Management Agency and Probation Department staff members continue to work jointly with BSCC to meet all State-mandated milestones to maintain the conditional award of grant funding for the New Juvenile Hall Project. The Project is presently scheduled to achieve Project Establishment in November 2014. This item was presented to the Budget Committee on July 30, 2014 and the Capital Improvement Committee on August 13, 2014.
FINANCING:
On April 22, 2014, the approved changes to the Capital Improvement Financing Plan for Major Facilities, which included the New Juvenile Hall Project. In addition to the State grant of $35,000,000, the County will contribute $17,791,824 to provide for a total project cost of $52,791,824. Potential increased staffing costs associated with operation of the new, larger facility have not yet been determined by the Probation Department.
