a. Approve Amendment No. 2 to Standard Agreement MYA 3000 *1097 with The Don Chapin Company, Inc. to continue to provide fully operated, fueled and maintained construction equipment to work sites on an on-call basis as requested by the County of Monterey, Resource Management Agency - Public Works, in the amount of $50,000 for a total amount not to exceed $150,000, and extend the term to December 31, 2016;
b. Approve Amendment No. 2 to Standard Agreement MYA 3000 *1098 with Granite Rock Company to continue to provide fully operated, fueled and maintained construction equipment to work sites on an on-call basis as requested by the County of Monterey, Resource Management Agency - Public Works, in the amount of $50,000 for a total amount not to exceed $150,000, and extend the term to December 31, 2016;
c. Approve Amendment No. 2 to Standard Agreement MYA 3000 *1102 with Granite Construction Company to continue to provide fully operated, fueled and maintained construction equipment to work sites on an on-call basis as requested by the County of Monterey, Resource Management Agency - Public Works, in the amount of $50,000 for a total amount not to exceed $150,000, and extend the term to December 31, 2016; and
d. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to the Standard Agreements and future amendments to the Agreements where the amendments do not significantly alter the scope of work or change the approved amount of the Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 2 to Standard Agreement MYA 3000 *1097 with The Don Chapin Company, Inc. to continue to provide fully operated, fueled and maintained construction equipment to work sites on an on-call basis as requested by the County of Monterey, Resource Management Agency - Public Works, in the amount of $50,000 for a total amount not to exceed $150,000, and extend the term to December 31, 2016;
b. Approve Amendment No. 2 to Standard Agreement MYA 3000 *1098 with Granite Rock Company to continue to provide fully operated, fueled and maintained construction equipment to work sites on an on-call basis as requested by the County of Monterey, Resource Management Agency - Public Works, in the amount of $50,000 for a total amount not to exceed $150,000, and extend the term to December 31, 2016;

SUMMARY/DISCUSSION:
Many of the County’s Road and Bridge Maintenance equipment are obsolete, aging and unreliable. At this time, there is not funding available to replace equipment. In order to achieve our vision to provide responsive, efficient and high quality public service, RMA-PW needs to supplement its workforce and equipment from local contractors on an “as-needed basis” and in preparation for potential winter storms. This contract will not reduce work or positions affecting existing employees.
The County has identified a continued need for The Don Chapin Company, Inc., Granite Rock Company and Granite Construction Company to provide fully operated, fueled and maintained construction equipment to work sites on an on-call basis as requested by the County of Monterey, Resource Management Agency - Public Works. Amendment No. 2 to each Standard Agreement (SA) will increase the SAs by $50,000, for a total amount not to exceed $150,000, and extend the term of each SA to December 31, 2016.
Attachment A provides a summary of the SAs to date.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 2 to each SA as to form and legality, and fiscal provisions, respectively.
FINANCING:
Sufficient appropriations are available in the Fiscal Year (FY) 2015-16 budget to fund each Amendment No. 2. The costs associated with Amendment No. 2 to each SA will be funded by the RMA-PW (Fund 002, Subfund RBMT, Department 3000, Unit 8443, Appropriations Unit RMA 012).
