RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve expenditure of $14,000 from the Board of Supervisors (District 3) discretionary funds to reimburse the San Antonio Community Betterment Association for costs incurred from the maintenance and replacement of the roof at the Lockwood Community Center, located within the Third District.
SUMMARY/DISCUSSION:
If approved, these funds will reimburse expenses incurred from replacing the roof of the Lockwood Community Center, located at 65951 Lockwood San Lucas Road, Lockwood, CA 93932. The San Antonio Community Betterment Association manages the Center, which serves as a critical hub for residents in the rural Lockwood area.
The Center supports public benefit by providing a welcoming and accessible space for essential community services. It regularly hosts events such as public meetings, cultural celebrations, educational workshops, and nonprofit outreach programs. These activities are instrumental in fostering civic engagement, enhancing access to resources, and building community resilience.
The deteriorating condition of the roof poses a risk to public safety and the continued use of this vital facility. Repairing and maintaining the roof is necessary to preserve the building’s structural integrity and ensure the uninterrupted delivery of services to the community.

PUBLIC PURPOSE FINDINGS:
In approving this expenditure, the Board of Supervisors finds that the expenditure is for a public purpose and the transaction is not prohibited by Article XVI, Section 6 of the California Constitution. Any benefit to an individual is incidental to the significant public purpose identified in the description above.
FINANCING:
There is no impact to the General Fund. Funds will be allocated from District 3’s discretionary budget.
