Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Monterey Peninsula College for $195,782 to provide Expanded Subsidized Employment Work Study positions to CalWORKs Welfare-to-Work customers for the period July 1, 2016 through June 30, 2017; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($19,578) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Expanded Subsidized Employment (ESE) is a subsidized employment opportunity authorized under WIC Section 11322.63 and 11322.64 as approved in Assembly Bill 74.  Work study, as defined in the CDSS Manual of Policies & Procedures 42-701(w) (5), is a type of subsidized employment in which the placements are made through a college where a Welfare-to-Work participant is enrolled and making satisfactory progress.

The Department of Social Services (DSS) is seeking to use a portion of the ESE allocation to increase paid work study positions at Monterey Peninsula College (MPC) for CalWORKs participants who are attending MPC as a component of their Welfare-To-Work activities.  Increasing the number of paid work study positions at Monterey Peninsula College provides access to employment and training services for forty (40) CalWORKs Employment Services participants.  The scope and benefits of these services are not otherwise made available to Welfare-To-Work participants and may substantially improve their living situation and support their ability to meet the CalWORKs Welfare-To-Work program requirements. 

Monterey Peninsula College ESE work study positions include the creation of twenty (20) work study positions per semester for two (2) semesters on MPC’s campus.  Monterey Peninsula College CalWORKs program staff will develop the positions, enroll students, and provide case management and reporting services for CWES participants participating in Monterey Peninsula College ESE work study.  CWES participants attending Monterey Peninsula College as a component of their vocational education Welfare-to-Work activities are eligible to apply for, and participate in, the Monterey Peninsula College ESE work study program to the extent of their CalWORKs Welfare-To-Work participation requirements.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

                     

FINANCING:

This agreement is funded by California Work Opportunity and Responsibility to Kids (CalWORKS) and AB 74 funds.  Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2016-17 Recommended Budget. Approval of this action has no impact on the County General Fund.
