Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Shelter Outreach Plus for $118,551 to provide housing and homeless services, domestic violence counseling, and information and referral to residents of Monterey County for the period January 1, 2015 through December 31, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
Shelter Outreach Plus plays a significant role in Monterey County as a provider of shelter and homeless services to many of the most vulnerable residents in the community such as families, victims of domestic violence, single adults with children, and single men. Shelter Outreach Plus also collaborates with several local agencies to provide integrated case management services that support individuals to move forward with their lives in a positive and safe manner and has taken on additional sheltering tasks during community emergencies such as residence fires and inclement weather conditions. This contract partially supports the program costs to the Men's Lodging Program, the Mobile Outreach Services Team, and the Salinas and Peninsula domestic violence shelters.
 
Shelter Outreach Plus was awarded this funding through a competitive Request For Proposals (RFP) process to provide housing and homeless services to low-income individuals and families in this county. This RFP and award process was reviewed and endorsed by the Community Action Commission.
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
 
FINANCING:
Funding is provided by the Federal Community Services Block Grant/Social Services (57.4%), Domestic Violence Prevention Fund (31.4%), and County General Fund contributions (11.2%). Sufficient appropriations and estimated revenues in SOC004 and SOC007 are included in the FY 2014-15 Adopted Budget. Approval of this action has no additional impact to Social Services' County General Fund contributions.
