a. Approve and authorize the Director of the Department of Social & Employment Services, or his designee, to sign Amendment #2 to Agreement #A-12036 with the Alliance on Aging for the provision of services to Monterey County seniors for the period July 1, 2011 to June 30, 2012, adding $42,733, increasing the total contract amount to $417,774; and
b. Authorize the Director of the Department of Social & Employment Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social & Employment Services, or his designee, to sign Amendment #2 to Agreement #A-12036 with the Alliance on Aging for the provision of services to Monterey County seniors for the period July 1, 2011 to June 30, 2012, adding $42,733, increasing the total contract amount to $417,774; and
b. Authorize the Director of the Department of Social & Employment Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The amendment with the Alliance on Aging enables the Department of Social and Employment Services, Area Agency on Aging, to provide increased services for the Outreach Program, Ombudsman Program, Health Insurance Counseling and Advocacy Program (HICAP), and Medicare Improvements for Patients and Providers Act (MIPPA) program. The Outreach Program provides information and education to Monterey County residents to inform them of the range of services that are available to them. The Ombudsman Program provides a voice for vulnerable Monterey County Seniors who are residing in residential care facilities and nursing homes within the County. The HICAP Program provides information, counseling, and assistance to consumers regarding the Medicare program, supplemental insurance, and long term care insurance. The additional funds provided through this amendment allow for improved services to Monterey County seniors through these programs.
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller, and Purchasing have reviewed and approved this amendment.
FINANCING:
Funding is from the California Department of Aging for FY 2011-12, and is composed of one-time only Federal and State funds. There is no impact to the County General Fund.
