RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with Medbridge, Inc., to access a web-based system for the creation of home exercise programs for patients served in the California Children’s Services Medical Therapy Program, for a one-year term, effective upon execution, for a total amount not to exceed amount of $3,289;

b. Approve non-standard indemnification and insurance provisions as recommended by the Director of Health Services; and

c. Approve and authorize the County Purchasing Agent or designee to sign up to three future amendments to the agreement, provided they do not exceed an aggregate amount of $200,000 fall within the signing authority of the County Purchasing Agent, and do not significantly change the scope of services.

 

SUMMARY:

The California Children’s Services (CCS) Medical Therapy Program (MTP) provides physical and occupational therapy to children across Monterey County. To improve the creation and delivery of home exercise programs, CCS MTP plans to transition from its current system, PhysioTools, to MedBridge, a U.S.-based platform with an extensive exercise and education library. MedBridge offers over 8,000 customizable exercises, including pediatric modules, along with robust training and patient education resources. This transition will enhance program efficiency, ensure continuity of care, and strengthen CCS MTP’s ability to support children with special needs in achieving their highest quality of life.

 

DISCUSSION:

The California Children’s Services (CCS) Medical Therapy Program (MTP) provides physical and occupational therapy (PT/OT) services to patients at three clinic locations in Monterey County. Effective PT/OT services include providing each patient & family with a home exercise program (HEP) based on the child’s individual needs. Historically, CCS MTP has used various resources to create home exercise programs, including assembling hard copies of HEP programs from purchased books or having each therapist draft recommended exercises freehand. These methods are outdated, time-consuming, limited in what they can provide, and do not reflect current best practices in the rehab community for creating a home exercise program. Recognizing these limitations, CCS MTP transitioned to a web-based program, PhysioTools (now PhysiTrak), approximately 6 years ago. Although PhysioTools improved the efficiency and quality of HEP creation, there have been ongoing issues with invoicing, payments, and the submission of required paperwork, as the original company operates outside of the US (Finland). There have been significant periods when access to the PhysioTools website was suspended due to these challenges.  MTP has identified MedBridge, as an industry leader in providing healthcare education, training, and a home exercise library to hospitals and health facilities throughout the US. MTP lead therapists have reviewed MedBridge’s home exercise library through demonstration accounts. MedBridge has an extensive library of over 8,000 exercises, including a separate module for pediatrics. MTP staff will have access to all of these exercises to create a customizable HEP for each patient served at the Medical Therapy Unit. An added benefit is an extensive education library covering topics relevant to physical and occupational therapy, as well as a patient education library.

 

This agreement with MedBridge will allow physical and occupational therapists in the CCS MTP to have ongoing web-based access to extensive exercise, educational, and patient education library. Utilization of MedBridge products will significantly improve the efficiency of creating PT/OT home exercise programs and the quality of the programs required for each patient enrolled in the CCS MTP. Improving the quality of the home exercise program will assist the CCS MTP in meeting its mission to maximize the quality of life of the child with special needs by providing physical and occupational therapy that includes on-going assessment, treatment, and consultation to the child, family, and community.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The offices of the County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form and fiscal provisions, respectively.

 

This item was unanimously supported by MedBridge, Inc. on March 25, 2026.

 

FINANCING:

This Agreement is funded 50% with Health Realignment and 50% with California Department of Health Care Services CCS Medical Therapy Program grant.  There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Adopted Budget and the FY 2026-2027 Requested Budget.

The proposed agreement aligns with the Board of Supervisors Strategic Plan Goal A: Well-Being and Quality of Life. The CCS Medical Therapy Program, utilizing the resources made available through the proposed agreement, improves the quality of life of the children served in the program. Specifically, the program supports the child’s rehabilitation needs in the home and community through evidence-based home exercise programs that help the child improve their independence and meet their therapy goals.
