b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign Amendments to Agreement as necessary.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign revenue generating Agreement with Scribsoft Holdings, Inc dba Permitium, with modification to County Standard Agreement, who provide a online software application for applicants applying for Carry Concealed Weapons permit; and
b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign Amendments to Agreement as necessary.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) is authorized to issue a license (permit) to an individual per penal code 21650. In accordance with the penal code 21650, the individual must pass a background investigation, be of good moral character, complete a course of training, etc.
As in many other Counties, San Benito, San Luis Obispo and Merced County to name a few; those County Sheriff’s Office, utilize Scribsoft Holdings Inc. doing business as Permitium, to host the online software application. Permitium, provides this service at no cost to the County. Permitium provides all funds collected for the processing of the CCW application to the MCSO less applicant/permittee $4.00 permit fee, along with a credit card company fee (which is $0.30) per transaction plus 2.9% of the total transaction. The funds collected by the MCSO are submitted to the California Department of Justice minus the rolling and permit fee. Over the past three (3) years MCSO has received roughly $250,724.00, of which $123,224.00 was forwarded to DOJ and $127,500.00 was deposited.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved as to form.
FINANCING:
There is no impact in General Fund Contribution in the current fiscal year resulting from this Board action.
