Title

Adopt a Resolution designating County staff positions to authorize and execute documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2015 Homeland Security Grant Program in the amount of $508,621 for the period September 1, 2015 through May 31, 2018.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve a Resolution designating County staff positions to authorize and execute     documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2015 Homeland Security Grant Program in the amount of $508,621 for the period September 1, 2015 through May 31, 2018.

 

SUMMARY:

The requested action designates the Auditor-Controller and the Emergency Services Manager as the Monterey County representatives, are required for participation within the California Office of Emergency Services Fiscal Year 2015 Homeland Security Grant (HSGP) Program, to jointly have the authority to execute and process all such HSGP Grant documents on behalf of the County for the period September 1, 2015 through May 31, 2018.

 

DISCUSSION:

The Monterey County Office of Emergency Services has an opportunity to submit a separate application to the Federal Emergency Management Agency through the California Office of Emergency Services for the County of Monterey to participate in an additional 2015 federally funded program aimed at providing assistance to local government emergency management programs such as supporting activities for administrative tasks necessary to maintain the operational area and emergency management responsibilities of a routine nature and specific  activities. This grant program covers 36 months of administrative management services related to Homeland Security Grant programs; the other grant program (submitted separately for Board approval) covers a 12 month period for administrative management services related to the Emergency Management Performance Grant Program.  This requested resolution here designates the County Auditor-Controller and the Emergency Services Manager as the local government staff representatives having the authority to jointly execute documents and coordinate with the California Office of Emergency Services on behalf of Monterey County, in regard to the HSGP program for the period September 1, 2015 through May 31, 2018.  The designees will jointly execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance.  The federal administrative requirement to designate a staff position by title rather than an individual name will eliminate the need to submit a new Resolution to the Board each time there is a change in personnel. 

OTHER AGENCY INVOLVEMENT:

The Office of Emergency Services coordinates application and reporting efforts for the Homeland Security Grant program.  The Office of Auditor-Controller may be required to validate financial documentation, and to receive and distribute funds.  The County Auditor-Controller concurs with the recommendation.

 

FINANCING:

The Office of Emergency Services is funded in Budget 1050/8412/CAO023/HOME. Monterey County projected allocation is $508,621.  There will be no impact on the General Fund.
