Adopt Resolution to:

a. Ratify the Chief Probation Officer’s execution and submittal of a grant application to the Board of State and Community Corrections for Juvenile Accountability Block Grant (JABG) funds in the amount of $22,292 for the Probation Department’s Victim Restitution Program during Fiscal Year 2015-16, including acknowledgment of a match requirement of $2,477; and

b. Authorize the Chief Probation Officer to sign the Grant Agreement with the Board of State and Community Corrections, and related amendments.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

 

a. Ratify the Chief Probation Officer’s execution and submittal of a grant application to the Board of State and Community Corrections for Juvenile Accountability Block Grant (JABG) funds in the amount of $22,292 for the Probation Department’s Victim Restitution Program during Fiscal Year 2015-16, including acknowledgement of a match requirement of $2,477; and

 

b. Authorize the Chief Probation Officer to sign the Grant Agreement with the Board of State and Community Corrections, and related amendments.

 

SUMMARY/DISCUSSION:

The Probation Department has applied for JABG grant funds in the amount of $22,292, which will continue to subsidize restorative justice-related services designed to hold juvenile offenders accountable and reduce recidivism.  It will be the fifteenth consecutive year for this program, although, this funding has been consistently reduced through time.  The grant requires a match of $2,477, as stated in the Attachment A of the JABG package.  Because the timing requirements for the grant required submittal by May 29, the Chief Probation Officer executed the application.  A resolution of the Board is required as part of the process, but the grant application explicitly allows for the submittal of the resolution after the application deadline.

 

The Board of State and Community Corrections (BSCC) is the administrator for the Juvenile Accountability Block Grant, distributing funding for units of local government to promote greater accountability of juveniles in the justice system through this grant.  The allocation of funds to local government is based on a formula generated for one third by violent crime data reported by localities and for two thirds by law enforcement expenditure information. As a result of this formula, Monterey County is eligible to receive funds in the amount of $22,292 for FY 15-16.

 

Funds from this grant will contribute to the cost of an existing Probation Aide position for restorative justice-related services and to hold juvenile offenders accountable, reduce juvenile crime recidivism and facilitate the restitution process for the victims. 

 

OTHER AGENCY INVOLVEMENT:

The Juvenile Justice Coordinating Council (JJCC) has approved the FY 15-16 Juvenile Accountability Block Grant (JABG) application.

 

FINANCING:

Monterey County is eligible to receive $22,292 during FY 2015-16.  This funding and the required cash match of $2,477 are already included in the 2550-Probation Department’s FY 15-16 Recommended Budget for Unit 8166.
