RECOMMENDATION:
It is recommended that the Board of Supervisors accept the Annual Evaluation Report of traffic
on Carmel Valley Road, Rio Road, and Carmel Rancho Boulevard, pursuant to Carmel Valley
Master Plan, Policy 39.3.2.1(b), Carmel Valley Area.
SUMMARY/DISCUSSION:
Carmel Valley Master Plan, Policy 39.3.2.1(b), requires an annual evaluation report of Average
Daily Traffic ADT) on 12 segments of Carmel Valley Road, Rio Road, and Carmel Rancho
Boulevard. Policy 39.3.2.1(c) requires the Board of Supervisors to conduct a public hearing in
January of the following year if any of the 12 segments in the study area show traffic volumes
approaching a lower level of service LOS). No segments met this criterion in 2010.
A table summarizing traffic volumes and LOS thresholds is presented in Attachment 1. The
ADT counts for all segments in 2008, 2009, and 2010 are shown, together with their respective
threshold volumes. The average of counts in June and October is used to determine the ADT in
most of the segments. Counts are recorded throughout the year for four of the twelve locations.
One or more segments exceeded the LOS thresholds in the years 2001 through 2006. No
segment exceeded its threshold volume for 2007 through 2010.
Since 1996, the Department of Public Works has monitored peak hour travel time from Carmel
Valley Village to the four-lane section of Carmel Valley Road. A summary of travel time and
travel speed comparing 1996 and 2010 averages is presented in Attachment 2. The results of
time travel studies indicate little change; therefore, the existing LOS categories have not changed
significantly along Carmel Valley Road from Via Petra to Esquiline Road Segments 2B through
9).
In accordance with resident requests from previous years, the October 2010 traffic counts were
recorded when most or all schools were in session.
OTHER AGENCY INVOLVEMENT:
None.
FINANCING:
There is no financial impact to the General Fund. Scheduled traffic monitoring activities for
Carmel Valley Master Plan are funded by the Carmel Valley Traffic Impact Fee Program and are
estimated to be $8,000. Sufficient funds are available in the Road Fund Fund 002, Unit 8195) to
finance this work.
