RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve and Authorize the Director of Health to sign County of Monterey Standard Agreement with Peninsula Business Interiors for new product, delivery and installation services of new furniture for the Laurel Family Practice Clinic expansion, for a total contract amount not to exceed $256,730.16, for the period of December 16, 2014 to June 30, 2015; and
b.  Authorize the Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not exceed 10% of the annual amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Monterey County Health Department Clinic Services Bureau (Clinic Services) is a safety net provider and the only source of health care for many Monterey County residents. One of Clinic Services primary care clinics, Laurel Family Practice, located on the campus of Natividad Medical Center (NMC), a family practice teaching clinic, affiliated with the University of California, San Francisco's Family Residency Training Program, is currently under construction to increase its capacity.    In order to accommodate the increase in patient care and to allow for better access and better quality of care, Laurel Family Practice will be expanding in size from 4,900 square feet to 23,000 square feet.  The relocation and expansion will allow for growth in the educational experience of NMC's Residency Program, enable the Health Department to accommodate an increase of patient visits and offer more programs and services to the community.  
Approval of the recommended action will allow Peninsula Business Interiors to provide Clinic Services the necessary office furniture such as: reception counters, desks, storage, file cabinets, seating, and tables for the expansion of the Laurel Family Practice Clinic at its new location.  Peninsula Business Interiors will provide new office furniture, product delivery, installation, and remove existing furniture and transfer to storage.  Contractor has agreed to pay prevailing wages pursuant to Labor Code 1720 and comply with all its requirements.
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiatives to: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically to link people to needed personal health services and assure the provision of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller and Contracts/Purchasing have reviewed and approved the Agreement. This Agreement is on file with Clerk of the Board.
 
FINANCING:
 
Sufficient funds are available in the Clinic Services Bureau, Health Department FY2014-15 Adopted Budget 4000-HEA007.  The Agreement is funded by a combination of Medi Cal and Medicare revenues.  The Clinic Services Bureau operates at a zero net county cost and there is no financial impact to the General Fund resulting from approval of this Agreement.
