a. Authorize the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Department of Insurance, and to execute on behalf of the County the Grant Award Agreement including any extension or amendments thereof;

Authorize the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Victim Compensation Board, and to execute on behalf of the County the Grant Award Agreement including any extension or amendments thereof, in the amount of $163,758, for the period of July 1, 2019 through June 30, 2022.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Department of Insurance, and to execute on behalf of the County the Grant Award Agreement including any extension or amendments thereof;
b. Authorize the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Victim Compensation Board, and to execute on behalf of the County the Grant Award Agreement including any extension or amendments thereof, in the amount of $163,758, for the period of July 1, 2019 through June 30, 2022.
SUMMARY:
The Monterey County District Attorney’s Office relies on a variety of State grants to provide a portion of the financial support required by the Department for the services it provides in the County.
Funding for these programs is expected to continue in FY 2019-20. The State agencies responsible for these grants require the recipient departments to submit an application to renew funding for the upcoming fiscal year even though there is an established relationship between the County and the funding agency. This is the fourteenth year in which this overall approval practice is being utilized to streamline the grant application and acceptance process. The specific grants and administering State agencies for which this authorization is being requested is through the California Department of Insurance, with Grants for:
• Automobile Insurance Fraud
• Workers Compensation Insurance Fraud
• Disability and Healthcare Insurance Fraud
As well as the California Victim Compensation Board.
DISCUSSION:
Approval of the recommended action will allow the District Attorney to submit the approved Board Resolution as verification of Board approval granting authority to sign the various grant agreements for renewal of funding for those designated ongoing programs, while eliminating the necessity for multiple Board Reports requesting the Board’s consideration and approval for each individual grant agreement. The ongoing grant agreements and/or amendments will be based on similar terms as existing agreements.
OTHER AGENCY INVOLVEMENT:
None.
FINANCING:
If approved, the subject grant funds have been included in various appropriations and revenues requests submitted for Board approval as part of the FY 2019-20 Recommended Budget. Approval of this request and the receipt of the subject grants will have no new impact on the County General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of this request will sustain efforts for public safety throughout the county by the increased prosecution efforts.
