b. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the combined amendments do not exceed 10% ($9,168) of the original amount, do not significantly change the scope of services, and with a total not to exceed maximum of $100,850.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Agreement A-16676 with Thermo Electron North America, LLC, for the purchase of technical services and replacement parts to existing laboratory equipment, increasing the funds by $65,280 for a new Agreement amount of $91,682 with no changes to the term of January 19, 2024 to January 18, 2027; and
b. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the combined amendments do not exceed 10% ($9,168) of the original amount, do not significantly change the scope of services, and with a total not to exceed maximum of $100,850.
SUMMARY:
The County of Monterey Health Department, Public Health Bureau, Consolidated Environmental Laboratory is an Environmental Lab Accreditation Program (ELAP)-certified laboratory that routinely analyzes drinking water for bacterial and chemical contaminants. The Consolidated Environmental Laboratory also conducts tests on samples derived from the environment for the purpose of assuring safe food, drinking water, reclaimed water, storm water run-off, and irrigation water.
DISCUSSION:
The Consolidated Environmental Laboratory seeks approval to enter into an Amendment No. 1 with Thermo Electron N. America, LLC, to provide ongoing technical services and replacement parts for their separately purchased Ion Chromatography Dionex Integrion instrument. The Ion Chromatography Dionex Integrion analyzes nitrates, chlorides, and sulfates in water and is one of the most commonly requested tests in the environmental laboratory. Preventive maintenance is important to reduce repair costs, ensure accuracy of test results, lengthen the life of the instrument, and comply with certification requirements.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.
FINANCING:
This agreement is funded 32% by Public Health Environmental Lab fee revenue and 68% by Health Realignment. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This Amendment aligns with the Strategic Plan Goal of Well-Being and Quality of Life. The Consolidated Environmental Laboratory, an ELAP-certified lab, analyzes drinking water for bacterial and chemical contaminants and tests environmental samples to ensure the safety of food, drinking water, reclaimed water, storm water-runoff, and irrigation water. These services support local businesses and help prevent and control the spread of illness among Monterey County residents.
