RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Yada Yada Yada, Inc, dba APR Aviation for unanticipated, critical aircraft maintenance work an initial term of February 1, 2021 (retroactive) to April 5, 2022, for a total agreement amount of $7,300; and

b. Authorize and direct the Auditor-Controller to issue a payment not to exceed $7,300 for work done prior to the start of this agreement.

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Office (MCSO) request approval of this agreement, with effective date retroactive to February 1, 2021.

 

MCSO has had a Board-approved contract with the Airplane Company for them to provide regular maintenance on the MCSO Cessna 206 aircraft. During a routine maintenance of the airplane, the contractor, Airplane Company, informed the Commander of the Special Operations Unit that they would be unable to perform the necessary critical repair work for the pitch and the autopilot control system which directly affects the up or down movement of the nose of the aircraft and reading for the planes altitude changes (respectively), and subsequently recommended the Sheriff’s Office take the plane to APR Aviation to perform the necessary repair.  Per the recommendation of the contracted maintenance company (Airplane Company) and understanding at the time that the required maintenance would be subcontracted by Airplane Company to APR Aviation, the aircraft was taken to nearby APR Aviation and the maintenance was completed. Several months later APR Aviation invoiced MCSO directly for the work that was completed on the plane. The Airplane Company notified the Commander of the Special Operations Unit that they had closed operations and the MCSO was left with the task of getting APR Aviation registered with Monterey County. The registration of APR Aviation was completed in January 2022 and a retroactive contract and board report was prepared so APR Aviation could be paid for work that was previously completed. There are sufficient funds left on the Airplane Company contract to cover this expense, but the Airplane Company no longer exists so the bill cannot be paid through that contract.  Accordingly, the Sheriff’s Office request approval of the agreement presented, so that the $7,300 invoice can be paid forthwith.

 

The MCSO airplane is operated by a volunteer group of pilots and one MCSO Deputy. The plane is used for search and rescue, patrol and special operations air support and communications relay. Deputies work as Tactical Flight Officers operating the camera and coordinating assets on the ground. The plane also provides support at numerous events, i.e., Sea Otter Classic at Laguna Seca, AT&T Pro-Am at Pebble Beach, Big Sur Marathon, etc.   

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, and the Auditor/Controller has reviewed for fiscal provisions.

 

FINANCING:

The $7,300.00 payment is covered within the FY 2021-2022 Adopted Budget.
