RECOMMENDATION:

It is recommended that the Capital Improvement Committee:

a. Support the County of Monterey Capital Improvement Program Five-Year Plan FY 2017-18 through 2021-22 unfunded project needs; and

b. Provide direction regarding recommended project priorities.

 

SUMMARY:

Resource Management Agency (RMA) is seeking Capital Improvement Committee support and recommendations for County of Monterey Capital Improvement Program Five-Year Plan 2017/18 through 2021/22 (Attachment B).  Projects listed include what RMA is planning as part of the capital budgets (including 401, 402, 404) that RMA manages, as well as projects identified by other County departments funding through their budgets.  Projects that do not seek funds until FY 18/19 are identified as future needs and will not be included in this report The CIP includes summary lists followed by detailed descriptions of each project.  The purpose of this document is to provide the CIC with a summary of funded and unfunded County department capital projects for FY 17/18, and provide an objective ranking of unfunded projects to prioritize needs. Direction provided by the CIC on recommended project priorities will be used to develop the FY 17/18 budget.

 

The primary focus of this report is the list of unfunded projects.  RMA-Facilities staff ranked unfunded projects based on specific criteria, which was presented to the CIC at a special meeting in March.  If additional capital funds become available during the budget process, projects that do not identify funding for FY 2017-18 will compete for these capital funds. RMA requests that the Capital Improvement Committee provide recommendations on prioritizing projects to be considered for funding.

 

DISCUSSION

RMA is lead for developing the County’s Capital Improvement Program Five Year Plan (CIP).  The purpose of the plan is to summarize the County’s overall capital project needs and illustrate how available capital funds are allocated to assist with budgeting for the next Fiscal Year, as well as forecasting capital needs in future Fiscal Years.  This Program includes lists reflecting projects that are fully funded, partially funded, and unfunded. 

 

In March 2017, the Capital Improvement Committee (CIC) received a report on the CIP process. The report outlined the updated process for ranking unfunded projects based on objective scoring criteria. The CIC supported this process and recommended its use in developing the CIP document.

 

RMA has developed a draft County of Monterey Capital Improvement Program Five Year Plan for fiscal years 2017-18 through 2021-22. RMA staff have reviewed and scored projects that seek capital funds for FY 2017/18 using the supported scoring criteria ranking process. The project ranking is a tool for the CIC to use in recommending projects for available funding.

 

OTHER AGENCY INVOLVEMENT:

RMA has worked with the County Administrative Office to verify funding sources for capital projects.  Departments have been encouraged to attend the CIC meeting to speak on behalf of their projects.  Since the Water Resources Agency (WRA) is not considered a department of the County, the Five-Year CIP does not include WRA projects.

 

This year’s updated CIP process allows for greater communication and collaboration between RMA and County departments. The County Administrative Office provided input into the development of the CIP process. RMA staff met one-on-one with departments to discuss their projects and provide input on cost and scope. RMA provided information on the CIP process and how project review would be conducted.  A single RMA point of contact was available to answer questions and assist departments.  Departments were provided with facilities assessments and ADA studies to help determine project priorities.  RMA staff reviewed submitted projects and scored them based on the department’s description and justification. 

 

FINANCING:

This report includes fully and partially funded projects with funding identified in FY 2017-18. These projects will be recommended to the Board of Supervisors for inclusion into the FY 2017-18 Recommended Budget.  As drafted, there are sixty-seven (67) fully funded projects totaling $392M, fourteen (14) partially funded projects totaling $71M funded and $59M unfunded, and sixty-seven (67) unfunded projects totaling $147M. The total funding for capital projects countywide for FY 17/18 is approximately $163M utilizing multiple funding sources.

 

Consistent with the Board of Supervisor’s guidelines, the projects included in the first year of the CIP (FY 2017-18) requiring County capital funds will be reflected in the FY 2017-18 Annual Recommended Budget for the consideration and action by the Board of Supervisors.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Capital Improvement Program is a critical part of County infrastructure planning and administration. The updated review and prioritization process allows critical county needs to be identified in a standardized, efficient way. A well-planned CIP is a key part of developing and maintaining County infrastructure.
