RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with Edgewood Center for Children and Families for the provision of mental health services to Monterey County residents in the amount of $641,163 for Fiscal Year (FY) 2013-14, $641,163 for FY 2014-15, and $641,163 for FY 2015-16, for a total Agreement amount of $1,923,489; and
b.  Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
This new Mental Health Services Agreement with Edgewood Center for Children and Families (“Edgewood”) replaces Agreement A-11902 which expires on June 30, 2013. Edgewood will provide mental health services, day treatment intensive (full day), medication support, therapeutic behavioral health services, mental health rehab, and hospital diversion services as required by the treatment plan. The current Agreement census allows for one to five placements depending on the program.
 
Edgewood Center for Children and Families provides services to those who require the highest level of residential care. The goals for the services provided in this Agreement are to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.
 
Execution of this contract has been delayed due to the negotiating process regarding the appropriate documentation that is required by the County of Monterey.
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and County Counsel have reviewed and approved this Agreement as to fiscal provisions and legal form, respectively.  This Agreement is on file with the Clerk of the Board.
 
FINANCING:
This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (25%), and Federal Financial Participation (30%), Realignment (5%) and Special Education Local Plan Area (SELPA) (40%) funds that pay for children who are placed through the Individual Education Plan (IEP).  This Agreement is for $641,163 for Fiscal Year (FY) 2013-14, $641,163 for FY 2014-15, and $641,163 for FY 2015-16, for a total Agreement amount of $1,923,489.  The funds for FY 2013-14 have been included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Requested Budget for Fiscal Year 2013-14.
