RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Amendment No. 1 to Professional Services Agreement No. A-16331, Multi-Year Agreement #3200*7161, with C M Pros (Agreement) to provide additional construction management services for the Robinson Canyon Road Bridge Scour Repair Project, County Bridge No. 503, Request for Proposals (RFP) #10807, to increase the not to exceed maximum by $61,398 to a total of $478,398 with no extension to the term from June 6, 2023 to June 5, 2026, with the option to extend the Agreement for two additional 1-year period(s); and

b. Authorize the Contracts & Purchasing Officer or their designee to execute Amendment No. 1 to Professional Services Agreement No. A-16331and future amendments to the Agreement including term extensions beyond the original anticipated five-year term of RFP #10807 where the amendments do not significantly alter the scope of work as determined by the Director of PWFP or designee or increase the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The Robinson Canyon Road Bridge, County Bridge No. 503, built in 1971, has a history of scour at the substructure into the Carmel River.  The Robinson Canyon Road Bridge Scour Repair Project (Project) will perform improvements around the bridge piers and abutments to prevent erosion and scour from water flowing in the Carmel River.  The Project site is located on Robinson Canyon Road approximately 0.1 mile south of Carmel Valley Road.

 

 

 

On March 17, 2022, the County of Monterey, Department of Public Works, Facilities and Parks (PWFP) solicited proposals from qualified consultants through Request for Proposals (RFP) #10807 for construction management services for the Project, in accordance with the specifications set forth in the RFP.  Of the two proposals received, C M Pros was the most qualified consultant and a Professional Services Agreement (PSA) was awarded and approved by the Board of Supervisors (Board) on May 23, 2023.  The competitive selection process was conducted in accordance with County policies and State and Federal laws under RFP #10807. 

 

Additional permitting requirements and slope preparation are necessary and require C M Pros to perform additional services (supervision of contract administration, labor compliance, Disadvantaged Business Enterprises (DBE) program, field observations and inspection services) to complete the Project.

 

The recommended action would allow for the approval of Amendment No. 1 (Attachment A) to PSA No. A-16331 with C M Pros to update various provisions and increase the not to exceed maximum of $417,000 by $61,398 to a total of $478,398 to include additional services to existing tasks, with no extension to the term from June 6, 2023 to June 5, 2026, with the option to extend the Agreement for two additional 1-year period(s).

 

Attachments B, C, D and E, provided for reference, include the PSA, Project budget, Project location map, and a summary of the PSA and its annual expenditures and balance to date.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 1 as to form, and fiscal provisions, respectively.

 

FINANCING:

The total estimated cost of the Project, including design engineering, environmental, right of way, utilities and construction is $5,395,806.  The County has secured Federal funding for the Project from the Federal Highway Administration (FHWA) through the Highway Bridge Replacement and Rehabilitation (HBRR) Program and will contribute $3,952,749, with an additional 11.47% match in the amount of $512,120 provided through Toll Credits.  Local funding in the amount of $930,937 will be covered by Measure X.  The adopted FY 2025-26 Road Fund 002, Appropriation Unit PFP004 budget includes $432,000 in appropriations to fund this phase. BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.  The Project will improve bridge safety and longevity by reducing the impacts of scour and undermining due to river water on County Bridge No. 503 in the unincorporated area of Carmel Valley, California.
