RECOMMENDATIONS:
It is recommended that the Board of Supervisors approve and authorize the Contracts/Purchasing Officer to execute Amendment No. 2 to Agreement No. A-10267 with D & S Communications, adding $77,484.86 to the existing contract amount of $501,756.91, for a total contract amount of $579,241.77, for the existing contract period of June 7, 2011 to April 30, 2015, for the purpose of adding the Main Phone System Software Assurance and software upgrades and patches for the Main County telephone system.
SUMMARY
This amendment will add the Main Phone System Software Assurance and software upgrades and patches to the Main County telephone system to the existing Agreement with D & S Communications Inc.
DISCUSSION:
This agreement with D & S Communications was the result of an RFP (RFP #10267) for the provisions of maintenance services and technical support for the Aastra phone system. On December 21, 2010 D & S Communications submitted a proposal and on or about June 7, 2011 the County and D & S Communications entered into an agreement for the services specified in RFP # 10267. On or about April 16, 2013, the agreement was amended to extend the contract term to April 30, 2015 and to increase the contract amount to $501,775.91 to provide for additional maintenance and technical support services.
This Amendment No. 2 is to include software support and maintenance to the existing agreement with D&S Communications for a high level of support for technical issues that are beyond the capabilities of in-house staff, that assists the Department with maintenance of the telephone system software and hardware, and that provides cost stability for infrastructure replacement parts and equipment. D & S responded to the County's RFP in 2010, and has been providing excellent service from technically-knowledgeable, highly trained staff since June 2011.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed Amendment No. 2 as to form. Other, non-conforming provisions of this contract were originally approved by the Board in 2011 and remain unchanged by Amendment No. 2.
FINANCING:
The funds for payment of this Agreement have been included in the FY 2014-15 Recommended Budget for the Information Technology Department, ITD 1930, Unit 8436, Appropriations Unit INF002.
