RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Adopt Plans and Special Provisions for the Youth Camp Demolition, Project No. 8557, Bid Package No. 10419; and
 
b. Authorize the Director of Public Works to advertise the “Notice to Contractors” in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
On December 11, 2012, the Board of Supervisors adopted Resolution No. 12-375 to accept the Quitclaim Deed transferring ownership of the APN 031-161-034 (COE Parcels L20.2.2 and L20.2.3.1 - Youth Camp) from the Fort Ord Reuse Authority to the County of Monterey.  The Board also authorized the Resource Management Agency - Public Works to demolish substandard structures on the Youth Camp property due to safety and health concerns.
 
Staff is seeking adoption of Plans and Special Provisions and authorization to proceed with the advertising for the Youth Camp Demolition, Project No. 8557, Bid Package No. 10419 (Project).  The bid opening is set for August 8, 2013, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901.  The “Notice to Contractors” will be duly advertised in the Monterey County Weekly.
 
The Scope for Base Bid, in general, consists of the following: of demolition, removal, hauling, and disposal of structures, improvements, and debris on the site.  The work to be done for Additive Alternate #1 consists of demolition, removal, hauling, and disposal of concrete slab.  The lowest responsible and responsive bidder will be determined for the project by adding the Base Bid plus Additive Alternate #1.  Engineer's Estimate for construction of base bid elements is $122,000.  The work is anticipated to begin in November 2013, with completion anticipated by December 2013.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.  The Parks Department has reviewed the Plans and is in support of the Project's scope.
 
FINANCING:
There is no impact to the General Fund.  On February 26, 2013, the Board adopted an amended Facilities Maintenance Projects budget, Fund 401, which included $200,000 for the Project.  There are sufficient funds in the FY 2013-14 adopted budget for Fund 401 to cover estimated costs for the recommended project scope, including design, construction, and project management.  The Fort Ord Reuse Authority (FORA) Capital Improvement Program (CIP) includes a contingency line item for "Property Management and Caretaker Costs" to assist jurisdictions with managing lands in the former Fort Ord.  After the County expends funds, staff intends to submit for reimbursement through FORA.  Reimbursement depends on sufficient revenues received from land sales and FORA staff determining eligible expenses.
