RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) This item came before the Board on August 27, 2019 and is going back before the Board with revised final response.
Consider approval of the amended response to the 2018 - 2019 Monterey County Civil Grand Jury Revised Final Report: “Enterprise Resource Planning, Costly Lessons from a Decade-Long Systems Enhancement Effort”; and
b) Direct the County Administrative Officer to file the approved revised final response with the Presiding Judge of the Superior Court, County of Monterey, by September 21, 2019.
SUMMARY:
The 2018 - 2019 Monterey County Civil Grand Jury Interim Final Report: " Enterprise Resource Planning, Costly Lessons from a Decade-Long Systems Enhancement Effort "was issued on June 24, 2019. By law, the Board of Supervisors and elected County officials are required to respond to specific findings and recommendations as directed therein. Within 90 days of report issuance, on or before September 21, 2019, the Board’s response must be filed with the Presiding Judge of the Superior Court, County of Monterey.
The County Administrative Office coordinated preparation of the recommended response to the 2018 - 2019 Monterey County Civil Grand Jury Final Report: “Enterprise Resource Planning, Costly Lessons from a Decade-Long Systems Enhancement Effort” on behalf of the Board of Supervisors. On August 27, 2019, the Board of Supervisors directed staff to return to the Board for final approval. The Board of Supervisors final revised response should be deemed by the Monterey County Civil Grand Jury and the Presiding Judge of the Superior Court, County of Monterey, as the final revised response of the Board of Supervisors to those issues raised by the Grand Jury regarding County operations, except as applicable to elected County officials.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated preparation of the recommended final revised response to the 2018 - 2019 Monterey County Civil Grand Jury Final Report: “Enterprise Resource Planning, Costly Lessons from a Decade-Long Systems Enhancement Effort” with the assistance, input and appropriate review by the County Administrative Office.
Members of the 2018 - 2019 Monterey County Civil Grand Jury and the 2019 Presiding Judge were invited to attend the Board of Supervisors hearing on this matter.
FINANCING:
There are no fiscal impacts to the General Fund with this recommendation.
