RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute renewal and Amendment No. 1 to the Mental Health Services Agreement with Alsana, extend the Agreement by eight (8) months, for a revised full agreement term of September 21, 2020 through August 31, 2021, and add $99,302 for a revised total agreement amount not to exceed $192,304.

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($19,230) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County’s Agreement with Alsana expired on December 19, 2020. This Amendment No. 1 renews the agreement retroactive to December 20, 2020 due to delayed contract negotiations, adds clinically needed Day Treatment services and Intensive Outpatient services and extends the term date to August 31, 2021. Alsana will continue to provide eating disorder services to our client currently receiving mental health services at their facility.

 

This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Realignment funds (100%).  The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2020-21 Approved Budget and will be included in the FY 2021-22 Requested Budget.
