RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the District Attorney to sign, submit and execute grant applications, including any extensions or amendments thereof, for continued funding for FY 2014-15 from Federal and State agencies for the District Attorney's Office Victim Assistance Unit and other Prosecution Programs.
 
SUMMARY:
The Monterey County District Attorney's Office relies on a variety of Federal and State grants to provide a portion of the financial support required by the Department for the services it provides in the County.  Funding for these programs is expected to continue in FY 2014-15.  The Federal and State agencies responsible for these grants require the recipient departments to submit an application to renew funding for the upcoming fiscal year even though there is an established relationship between the County and the funding agency in the current fiscal year.  This is the twelfth year in which this overall approval practice is being utilized to streamline the grant application and acceptance process.  The specific grants and administering State agencies for which this authorization is being requested are as follows:
Victim Compensation and Government Claims Board (VCGCB)
Victim Witness Assistance Program (Office of Emergency Services - OES)
Automobile Insurance Fraud Prosecution Program (Department of Insurance - DOI)
Workers Compensation Fraud Prosecution Program (DOI)
Underserved Victim Advocacy and Outreach (OES)
Traffic Safety Resource Prosecutor Program (California Office of Traffic Safety)
Disability & Health Care Fraud (DOI)
Southwest Prosecution Initiative (Department of Homeland Security)
 
DISCUSSION:
Approval of the recommended action will allow the District Attorney to submit the approved Board Order as verification of Board approval granting authority to sign the various grant agreements for renewal of funding for those designated programs, while eliminating the necessity for multiple Board Reports requesting the Board's consideration and approval for each grant agreement.   
 
 
OTHER AGENCY INVOLVEMENT:
No other agency is involved with this request.  
 
FINANCING:
If approved, the subject grant funds will be included in various appropriations and revenues requests submitted for Board approval as part of the FY 2014-15 Recommended Budget.  Approval of this request and the receipt of the subject grants will have no new impact on the County General Fund.
