Title

Adopt a Proclamation terminating the Proclamation of Local Emergency for the Soberanes fire approved under Board Resolution No. 16-271 on October 18, 2016.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Proclamation terminating the Proclamation of Local Emergency approved under Board Resolution No. 16-271 on October 18, 2016.

SUMMARY:

On October 18, 2016, the Board adopted Resolution No. 16-271, which extended a proclaimed emergency relating to the Soberanes Fire which broke out in the Garrapata State Park area of Monterey County and quickly destroyed numerous residences and hundreds of acres of valuable forest and watershed; and resulted in evacuations and displacement of residents, road closures, areas of isolation, damage to property, utility systems, and critical infrastructure.

DISCUSSION:

The fire was declared 100% contained by the US Forest Service on October 13, 2016 and the Governor’s Office of Emergency Services officially closed their incident period for the fire on that date. Therefore the emergency situations cited in the resolution have been satisfactorily mitigated and the County is actively pursuing recovery efforts.

Accordingly, it is recommended that the Board formally terminate the Proclamation of Emergency by adopting the attached Resolution.

OTHER AGENCY INVOLVEMENT:

The mitigation efforts of the foregoing conditions affecting Monterey County were conducted by the Monterey County Office of Emergency Services, Resource Management Agency and Public Works Department in cooperation with the US Forest Service, Natural Resource Conservation Service, and the California Department of Forestry and Fire Protection (CALFIRE).

FINANCING:

This proclamation terminating a local emergency will not impact the General Fund.
