RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Agreement with Monterey County and EMSystems, LLC in the amount of $51,761.28 for emergency services resource management software services subscription that enhance emergency preparedness for the period September 18, 2015 to September 18, 2018; and

b.                     Accept the Non-Standard Contract Provisions and Indemnification Language as recommended by the Director of Health; and

c.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to approve up to three (3) one year future amendments that do not exceed (10%) ($5,176) of the original Agreement and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department has been using EMSystems, LLC web access subscription since 2008. This Agreement provides ongoing access to the web based application used for data collection and communication between emergency medical system and healthcare stakeholders. This system aids communication between hospitals, dispatch centers, clinics, Monterey County EMS Agency and the Department of Health. A primary purpose of this system is to notify other entities of ability to handle patients, trauma, or if a health facility is damaged in an emergency or disaster and help is needed to keep patients safe. Additionally, data is used for daily and emergency availability and capacity of hospital emergency services, clinic availability and capacity during disasters, as well availability of medications and treatment services. The cost for the subscription is based upon the County’s estimated population. The start date of the Agreement is retroactive to September 18, 2015 due to the length of time it took to negotiate with the vendor additional terms needed and also additional signatures were needed for the Agreement.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan Initiative; empower the community improve health through programs policies, and activities; and enhance community health and safety by emphasizing prevention. It also supports two of the essential public health services: 4. Mobilize community partnerships to identify and solve health problems, 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management and the Auditor-Controller have reviewed this Agreement as to legal form, liability and fiscal provisions respectively.  County Counsel approved the Agreement as to form. Due to the non-standard risk provisions, it was recommended by Risk Management that the Health Department request approval from the Board of Supervisors.   

 

FINANCING:

There are sufficient appropriations in Health Department’s Public Health (HEA003) Adopted Budget for FY 2015-16 to accommodate this action.  The requested contract is funded 100% with Hospital Preparedness Program (HPP) grant revenue.
