RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Substance Use Disorder (SUD) Agreement A-15451 between the County of Monterey and Sun Street Centers for the provision of alcohol and drug recovery services retroactive to October 1, 2022, to increase Fiscal Year (FY) 2022-23 funding amount by $1,238,269 for a new total Agreement amount not to exceed $12,899,025 for the full-term July 1, 2021 - June 30, 2023.
SUMMARY/DISCUSSION:
The Board of State and Community Corrections (BSCC) awarded a continuing three-year $6,000,000 Proposition 47 Cohort-3 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant will continue to focus on individuals in the criminal justice system in need of mental health, substance abuse treatment, and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.
This Amendment No. 3 provides Sun Street Centers with Proposition 47 Cohort-3 grant funding for continued SUD and Sobering Center services for FY 2022-23. It also provides Sun Street Centers with increased funding and treatment services under our Drug Medi-Cal Waiver (DMC) to continue much-needed substance abuse treatment services for our clients in Monterey County. This Amendment is retroactive due to the negotiation of the funding needed in this FY for DMC services and negotiating Proposition 47 Cohort-3 grant-funded services from our grantor the Bureau of State and Community Corrections.
This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal(s):3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
This Agreement is funded by 15% Federal SABG, 37% Drug Medi-Cal, 12% State Funds Behavioral Health Sub Account, 5% AB 109, and 31% Proposition 47 Cohort-3 funding. The funds for FY 2022-23 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2022-23 Approved Budget. Approval of this action has no impact on the County General Fund.
