a. Approve and authorize the Director of the Department of Social & Employment Services, or his designee, to sign the Social Solutions ETO (Efforts to Outcomes) Software Sub-License Agreement with Child & Family Policy Institute of California for the purpose of tracking information related to the Family-to-Family Initiative and the California Connected by 25 Initiative; and
b. Authorize the Director of the Department of Social & Employment Services, or his designee, to sign all future amendments and updates to this Agreement that do not significantly change the licensing terms and conditions.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social & Employment Services, or his designee, to sign the Social Solutions ETO (Efforts to Outcomes) Software Sub-License Agreement with Child & Family Policy Institute of California for the purpose of tracking information related to the Family-to-Family Initiative and the California Connected by 25 Initiative; and
b. Authorize the Director of the Department of Social & Employment Services, or his designee, to sign all future amendments and updates to this Agreement that do not significantly change the licensing terms and conditions.
SUMMARY/DISCUSSION:
The Child & Family Policy Institute of California has made available at no cost the Social Solutions ETO (Efforts to Outcomes) Software for the purpose of state-wide data collection on efforts related to the Family-to-Family and California Connected by 25 initiatives. As a participatory county, Monterey County DSES utilizes this software for consistent data management.
The Family-to-Family model provides states and communities with the tools to redesign their child welfare systems to establish:
· A network of care that is neighborhood-based, culturally sensitive, and located where the children in need live;
· Less reliance on institutional care, such as hospitals, shelters, correctional facilities, and group homes;
· An adequate number of foster families for any child who must, for safety reasons, be removed from the family home;
· A team approach including foster care families; and
· Screening services to safely preserve the family while understanding the needs of the child.
California Connected by 25 Initiative (CC25I) is a collaborative effort of five foundations assisting public child welfare agencies and their communities to build comprehensive transition-aged foster youth supports and services for youth 14 through 24. The ETO Software Sub-license Agreement is a Social Solutions requirement for participating counties.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Agreement.
FINANCING:
This is a non-financial software sub-license agreement and recommended actions have no budgetary impact to the Department.
