Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Adopt an ordinance; (i) amending Article III of Title 12 to establish all-way stop control at Stevenson Drive, Alvarado Lane, and Forest Lake Road intersection, private roads, in Pebble Beach, an unincorporated area of the County of Monterey, and (ii) amending Article III of Title 12 to establish pedestrian crossings at Stevenson Drive at Forest Lake Road and Alvarado Lane intersections, private roads, in Pebble Beach, an unincorporated area of the County of Monterey.

b.                     Find that the adoption of this ordinance is categorically exempt per California Code of Regulations (CCR) Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines because the action involves negligible changes to the regulations that govern the existing highways and streets.

 

SUMMARY/DISCUSSION:

On June 7, 2022, the Board of Supervisors introduced, waived the reading, and set today’s date to consider adoption of the proposed ordinance to amend Article III of Title 12 of the Monterey County Code to establish all-way stop control at Stevenson Drive, Alvarado Lane, and Forest Lake Road intersection, establish pedestrian crossings at Stevenson Drive at Forest Lake Road and Alvarado Lane intersection, and find that the adoption of this ordinance is categorically exempt per California Code of Regulations (CCR) Section 15301 (c) of the California Environmental Quality Act (CEQA) Guidelines.  No comments on the proposed ordinance were received at the June 7, 2022 meeting.

 

The Department of Public Works, Facilities and Parks (PWFP) received a request from Pebble Beach Company to consider all-way stop control at the intersection of Stevenson Drive, Alvarado Lane, and Forest Lake Road, in Pebble Beach, an unincorporated area of Monterey County.  The existing intersection currently has two (2) stop signs.  This proposed ordinance will amend the existing code to add additional stop control and signs.

 

Modification of traffic control and the addition of pedestrian crossings at this intersection is an element of the approved Pebble Beach General Development Plan (GDP) (PLN100138) and will enhance safety and access between the updated Peter Hay club house and a new parking lot across Alvarado Lane for patrons.  

 

Pebble Beach Company submitted a traffic analysis to PWFP.  The findings indicated that because of the projected increase in traffic volume, traffic delay, and pedestrian use anticipated with the implementation of the development under the approved GDP, criteria for all-way STOP control was met.  Additionally, the all-way STOP control would provide gaps in vehicle flow along Alvarado Lane, thereby addressing anticipated cueing and delay along the side streets (Stevenson Drive and Forest Lake Road). 

 

Pebble Beach Company is also requesting a new pedestrian crossing across the westerly side of the intersection, across eastbound Stevenson Drive.  Currently, a pedestrian crosswalk is established only on the southerly side of the intersection, across northbound Stevenson Drive.   The new pedestrian crossing would provide pedestrian connectivity from the parking area north of the intersection, across the proposed all-way STOP controlled intersection (across Stevenson Drive), to services and amenities on the south side of the intersection.  Both the all-way STOP and the pedestrian crossing at this intersection would enhance operations and safety, especially during events such as the AT&T Pro-Am Golf Tournament, Food and Wine Festival, and Concours de Elegance. 

 

CEQA

The adoption of this ordinance is categorically exempt pursuant to CEQA Guidelines section 15301 (c) because the action will involve negligible changes to the existing County regulations that govern the existing highways and streets.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the ordinance as to form.

 

FINANCING:

Traffic control devices are funded by Pebble Beach Company.  Staff costs to process the ordinance amendment are funded out of the Road Fund.  Sufficient funds are available in the FY 2021-22 Adopted Budget for the Road Fund 002, Unit 8558, Appropriation Unit PFP004 to finance this work.

 

BOARD OF SUPERVISORS’ STRATEGIC INITIATIVES:

The recommended action supports key objectives of the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety by providing for a physical infrastructure to meet our transportation needs, and to provide safety enhancements on public roadways and facilities.
