Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Memorandum of Understanding with The Coalition of Homeless Services Providers to establish the terms and conditions in which the Health Department, Behavioral Health Bureau will support the 100 Day Challenge to End Youth Homelessness; and

b. Approve the non-standard risk provisions, as recommended by the Director of Health; and

c. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Coalition of Homeless Services Providers (CHSP) is a non-profit organization whose mission is to eliminate homelessness in Monterey and San Benito County by promoting interagency coordination to develop and sustain a comprehensive system of housing and support services. CHSP and its agency members serve low-income and homeless individuals to maximize the self-sufficiency of individuals and families. Monterey County Behavioral Health Bureau (MCBHB) will be supporting CHSP in their 100-Day Challenge to End Youth Homelessness. The goal of this initiative is to house 100 youth, ages 18-24, 70% of whom are pregnant and parenting and 20% of whom are experiencing domestic violence, trafficking, exploitation, and/or are system involved, with connections to services, by October 6, 2020. This Agreement is late in being presented to your board due to delayed notification and negotiations.

 

This Agreement may be renegotiated upon mutual written consent of all parties. The Agreement contains no exchange of funds.

 

This work supports the following Monterey County Health Department 2018-2022 strategic plan initiative: 1. Empower the community to improve health.  It also supports one of the ten essential public health services, specifically: 7. Mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

 

FINANCING:

There are no fiscal provisions included in this Agreement.
