Title

Approve the Library Director to sign Amendment #1 to the Memorandum of Understanding (MOU) with Monterey Peninsula Regional Park District to offer programs, classes, and outreach to the community via public library locations

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve the Library Director sign Amendment #1 to the Memorandum of Understanding (“MOU”) with Monterey Peninsula Regional Park District to offer programs, classes, and outreach to the community via public library locations

SUMMARY:

Monterey County Free Libraries (MCFL) and Monterey Peninsula Regional Park District (MPRPD) partner to bring workshops, outreach, programs, and other opportunities to MCFL locations. This is a first Amendment to the existing MOU, approved by the Board of Supervisors on April 18, 2023.

DISCUSSION:

MCFL partners with various community organizations, non-profits, and other government agencies to bring a variety of programs, workshops, classes, and opportunities to the community via branch libraries. This increases and enhances opportunities in communities for free and local options for learning, direct outreach from non-profits for services, and other partnership opportunities.

MCFL entered into an MOU with the Monterey Peninsula Regional Park District in April 2023, enabling MPRPD to offer some classes and outreach via public library locations. The partnership has been successful and brought shared benefit.  This first Amendment extends the current provisions, adds two responsibilities to MPRPD requested by MCFL, changes the authority to respond to the MOU requested by MPRPD, and adds a section regarding electronic signatures requested by MPRPD.  Review by County Counsel determined the changes were significant enough to require approval by the Board of Supervisors.

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

County Counsel has reviewed as to form.

FINANCING:

Programs and opportunities offered via this MOU will be open to the public and offered at no charge.  There is no impact to the General Fund.

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

Ongoing opportunities for the community to have free and accessible educational, recreational, and service options.
