a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign an Agreement with San Benito County ("Agreement") in an amount not to exceed $570,000, for the period of October 1, 2013 to September 30, 2016, to provide services in San Benito County that assist Supplemental Nutrition Assistance Program-Education (SNAP-Ed) eligible consumers in adopting healthy eating and physical activity behaviors as part of a healthy lifestyle; and
b.      Authorize the Director of Health to approve three future amendments to the Agreement up to ten percent (10%) of the annual amount, which does not significantly alter the scope of services or result in an increase to net county costs; and
c.      Accept and approve the standard Memorandum of Agreement ("MOA") template used to partner with local school districts within Monterey County, to provide nutrition education and promote physical activity for children and CalFresh (formally food stamp) eligible families; and
d.      Authorize the Director of Health to sign the MOAs with local school districts within Monterey County using the template in substantially the same form as that which has been presented to the Board without significant change to its content, subject to review and approval of County Counsel; and

SUMMARY/DISCUSSION:
On October 1, 2013, the Monterey County Board of Supervisors (BOS) approved Agreement #13-20017 in the amount of $1,319,529 from the California Department of Public Health (CDPH), funded through the United States Department of Agriculture (BOS File Number A 13-230). The grant replaced the Network Local Incentive Award and is now a Local Health Department (LHD) award. The purpose of the grant is to implement the project, "Supplemental Nutrition Assistance Program-Education (SNAP-Ed).  Since funding is now received at the state level, counties will be funded separately. Due its smaller size, CDPH asked Monterey County to be the lead agency and subcontract with San Benito County, a collaborative partnership between the two counties for over 10 years as part of the Regional Network grant.
 
Monterey County Health Department Network staff (Staff) will provide nutrition education to at least 13,000 SNAP-Ed eligible individuals within Monterey and San Benito Counties. San Benito County will enter into agreements with their local schools to provide services in accordance with the agreement between Counties.  Monterey County will use the MOA template presented to the Board of Supervisors in this report, to enter into agreements with local school districts within Monterey County.  Staff will develop a nutrition education work plan with State staff to evaluate strategies and goals.  Some of the activities that will be included in the work plan will be: continue to provide Harvest of the Month education and tastings in the elementary schools and preschools; work with afterschool staff and students; and provide nutrition education to food service staff and teachers. An impact outcome evaluation will be completed with over 350 fourth grade students to assess eating behaviors at the beginning of the school year, and reassess after nutrition interventions have been completed at the end of the school year. Parent education and trainings will be conducted in a series of nutrition education including MyPlate: Make Half your Plate Fruits and Vegetables, and Rethink Your Drink.  Staff will attend large community events to promote healthy food and beverage messages, and will continue to implement a Communities of Excellence in Nutrition, Physical Activity and Obesity Prevention Plan in the communities surveyed.  This will allow the ability to work with retailers, fast food companies, food bank and farmers markets to implement healthy food marketing strategies into the neighborhoods.  
 
Staff will also continue to develop a County Nutrition Action Plan to bring all of the United States Department of Agriculture funded nutrition partners together to assess what is currently being done, and to develop a plan on how to work together to reduce obesity in the county, as well as to encourage and support residents who are income eligible to apply for CalFresh, school breakfast/lunch, WIC and other programs available to them.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller have reviewed and approved the Agreement and the MOA template as to legal form, liability and fiscal provisions respectively.  A copy of Agreement and MOA template is on file with the Clerk to the Board.
 
FINANCING:
 
This Agreement with San Benito County is fully funded by the United States Department of Agriculture through the California Department of Public Health. There are sufficient appropriations included in the Health Department's Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2013-14.  There are no fiscal provisions associated with the MOA template in this requested Board action.
