RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with On The Move dba The Epicenter in the amount of $105,000 for Fiscal Year (FY) 2015-16, $90,000 for FY 2016-17, and $90,000 for FY 2017-18 for a total Agreement amount of $285,000; and
b.      Authorize the Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
On the Move dba The Epicenter (The Epicenter) is a non-profit organization focused on empowering transition age youth ages 16-24 to become self-sufficient as they navigate the transition to adulthood.  The Epicenter is a youth led drop-in center that integrates resources and services, and works with the entire community to address barriers youth face as they leave systems of care.  Currently, there are no drop-in centers in Salinas where young adults can access needed supports.  This center will help youth who are at-risk of developing mental health and substance abuse problems access timely services and prevent the need to access higher levels of care.  
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
The Agreement contains the County's standard 30-day "no cause" provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.  
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.
 
FINANCING:
This Agreement is funded by Mental Health Services Act (MSHA) Prevention and Early Intervention (PEI) funds.  The funds for FY 2015-16 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2015-16 Requested Budget.   The funds for this Agreement for FY 2016-17 and FY 2017-18 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
