RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute a Standard Agreement between Shared Use Mobility Center and the County of Monterey to implement the Monterey County Zero Emissions Shared Mobility Study with a term retroactive to April 22, 2025 through February 28, 2027, for and amount not to exceed $67,684.

 

SUMMARY:

Staff recommend that the Board of Supervisors authorize the execution of an agreement with the Shared-Use Mobility Center (SUMC) retroactive to April 22, 2025.  One of the sub-applicants to the grant award with Caltrans, CivicWell, withdrew from the project due to major organizational challenges. To continue with this project, this agreement will allow SUMC to take over CivicWell’s scope of work. This agreement is retroactive to April 22, 2025 to compensate SUMC for work performed instead of CivicWell in order to meet grant timelines.

 

DISCUSSION:

The County of Monterey of Monterey was awarded a $248,596 award under the Caltrans Sustainable Planning Grant Program for the Monterey County Zero Emissions Shared Mobility Study. The Board of Supervisors accepted this award on October 18, 2022. CivicWell was a sub-applicant on this grant application but was forced to withdraw from this project due to major reorganizational constraints. CivicWell assisted the County in transitioning their scope of work to SUMC to provide project continuity. This arrangement was acceptable to the County project team and to Caltrans. Normally, staff would have discretion to sign an agreement under a dollar threshold of $200,000; however, this instance is more complicated due to the circumstances outlined above. Therefore, staff are seeking authorization for this retroactive agreement to ensure that SUMC is recognized and compensated for their work under this project from their intended start date of April 22,2025.

 

 

 

 

 

The goal of the Monterey County Zero Emissions Shared Mobility Study is to evaluate the potential of innovative zero emissions shared mobility solutions to address unmet transportation needs throughout the county and advance clean mobility alternatives to low-occupancy vehicle travel. The project team will first work with regional stakeholders to survey residents and employers representing the region’s demographic diversity, which includes low-income populations, farmworkers, and employees of small and large businesses, in order to identify their transportation needs and challenges. The project team will also survey employers and local governments to identify what challenges they face relating to employee commuting as well as congestion and traffic patterns. A series of interactive community forums will be deployed to facilitate conversations about mobility challenges and directly engage community members in identification of potential solutions. The study will then evaluate what shared mobility solutions could be deployed to create sustainable, safe, convenient, affordable, and equitable transportation alternatives throughout the county with a focus on farmworkers and hospitality employees.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

County Counsel has approved as to form.

 

FINANCING:

This item has no budgetary impact, as funds have previously been allocated to implement this grant. SUMC has completed an estimated $40,000 of work under this agreement.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This project is intended to provide recommendations for expanding transportation access and options for zero-emissions transportation options. This is an environmentally sustainable outcome that will also increase public safety, quality of life, and economic possibilities of residents by recommending infrastructure improvements and improving access to affordable transportation options.
