RECOMMENDATION:
It is recommended that the Board of Supervisors Budget Committee:
a. Support authorizing the Auditor-Controller to amend the FY 2023-24 Sheriff-Coroner's Adopted Budget by increasing appropriations and estimated revenue by $30,000 to Fund 001, Appropriation Unit SHE003, Unit 8238; and
b. Support Approving and Authorizing the Sheriff or his designee to accept grant funding from the PATH-Justice Involved grant also known as the CaLAIM PATH II Grant through the Department of Health Care Services (DHCS) in the amount of $500,000.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office was awarded funding from the PATH-Justice Involved grant also known as the CaLAIM PATH II Grant through the Department of Health Care Services (DHCS) in the amount of $500,000. The Department is requesting authorization to accept the grant in the amount of $500,000 and to increase its Appropriations for Fiscal Year 2023-24 in the amount of $30,000 to fund modification of technology and IT systems to support the new program funded by this grant.
The PATH Justice-Involved Capacity Building Program is a collaboration between the Sheriff’s Office, Probation and Social Services. The CalAIM PATH II Grant provides funding to support implementation of pre-release Medi-Cal. The purpose of the award is to support entities as they implement the processes, protocols, and IT system modifications necessary to support the implementation of pre-release enrollment and suspension processes that will help ensure Medi-Cal coverage upon reentry into the community in order to facilitate access to needed Medi-Cal covered services. These processes are also foundational to the provision of Medi-Cal services in the 90 days prior to release, as requested by the Department of Health Care Services (DHCS) through its CalAIM 1115 Demonstration request.

This request has been reviewed by the CAO Budget Office.
FINANCING:
The Sheriff’s Office is asking support from the Budget Committee to approve the request to increase appropriations by $30,000 in the Sheriff-Coroner’s FY 2023-24 Adopted Budget financed by CaLAIM PATH II Grant through the Department of Health Care Services (DHCS). There is no impact to the General Fund contribution with this request.
