RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Public Works, Facilities and Parks or designee to execute a retroactive Professional Services Agreement between the County of Monterey and Weston Miles Architects, Inc. (Agreement) in an amount not to exceed $100,000 for architectural services including preparation of a feasibility study, programming, design and construction management as needed to expand services including Recuperative Care at the existing Salinas Housing Advancement, Resources & Education (SHARE) Center or alternate location;

b. SUMMARY

Weston Miles Architects, Inc. was engaged to conduct a feasibility study to determine the potential for implementing Recuperative Care facilities and services in the existing SHARE Center located at 845 E. Laurel Drive in Salinas.  The County may expand its search to include other potential locations.  This Agreement covers services for the original study, studies at alternate locations, and any subsequent design and construction administration services needed during construction/implementation of the project.

 

DISCUSSION:

In December 2025, the Health Department (Health) expedited a project to assess adding Recuperative Care services in the existing SHARE Center at 845 E Laurel Drive in Salinas.  A State grant was expected to be the source of funding for this work.  As the Architect of Record for the original SHARE Center project, Weston Miles has extensive institutional knowledge and documentation of the existing facility which was deemed critical to developing a feasibility report in the very short timeline required to meet the grant funding deadlines. “Phase 1” feasibility work was initiated by the Health Department to determine if the Recuperative Care facilities could be built or added within the SHARE Center. Following this Phase 1 work, the Health Department, Department of Social Services, and County Administrative Office (CAO) have been developing and exploring alternative proposed locations for these services. Additional work is required to determine the feasibility of these alternate locations.  Once a location is determined, Weston Miles Architects will be retained for the design and construction phases of the project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved the agreement as to form and fiscal provisions, respectively.  PWFP has been coordinating with the Health Department and the Homeless Services Division.

 

FINANCING:

Funding for this project is provided through an Alliance Grant managed by the Health Department.  Grant funds are sufficient to cover the Phase I proposal of $10,375. Funding for any additional work will be funded in Health Department’s Recuperative Care project budget, Accounting String 023-4000-8473-HEA017.
