RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health to sign Amendment No. 1 to the Mental Health Services Agreement A-12488 with the Alliance on Aging for the Senior Peer Counseling Program that provides mental health intervention, support and referral services to older adults.  Amendment No. 1 increases the current Agreement amount of $440,160 by $225,000 in FYs 2014-16 for a new total Agreement amount not to exceed $665,160.

 

SUMMARY/DISCUSSION:

The Alliance on Aging administers the Senior Peer Counseling (SPC) Program, providing mental health intervention, support and referral services to older adults suffering from depression, anxiety, loss, isolation, and other stressors.  The SPC Program also assists residents with access to community resources and facilitates support groups that foster emotional support and encouragement for older adults, especially those who may be at risk of requiring acute psychiatric inpatient care, residential treatment, or outpatient crisis intervention services.

 

The proposed Amendment No. 1 will provide funding for an expansion of senior outreach and peer counseling services with a particular focus on underserved Latino older adults residing in South Monterey County.  This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: enhance community health and safety by emphasizing prevention; and ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  inform, educate, and empower people about health issues.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed Amendment No. 1 as to legal form and fiscal provisions respectively.  A copy of Amendment No. 1 to Agreement A-12488 is on file with the Clerk to the Board.

 

FINANCING:

This Agreement is funded by Mental Health Services Act funds.  The funds for this Agreement are included in the Health Department’s Behavioral Health Fiscal Year 2013-14 Adopted Budget.
