RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a Mental Health Services Agreement (April 1, 2014 to June 30, 2016) with Loving Care Residential Care Homes Inc. to provide mental health services to Monterey County adult residents with severe psychiatric disabilities in the amount of $11,375 from April 1, 2014 to June 30, 2014, $91,250 for Fiscal Year (FY) 2014-15, and $91,250 for FY 2015-16 for a total Agreement amount of $193,875; and
b. Authorize the Director of Health to sign up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
Loving Care Residential Care Homes Inc. is a licensed Residential Care Facility for the Elderly authorized by the State of California Department of Social Services, as defined in Section 1569 of the Health and Safety Code.  The facility provides community-based living for adults sixty (60) years of age or older with varying levels of care and supervision needs. The facility's license allows for up to twenty-five percent (25%) of the total census to be adults under age sixty (60) with compatible service needs.  Monterey County Behavioral Health Bureau (MCBHB) has a long standing relationship with Loving Care Residential Care Homes Inc. and will pay this new contractor a daily patch rate of twelve dollars and fifty cents ($12.50) per client to accommodate difficult to place MCBHB clients with severe psychiatric disabilities requiring access to a higher level of mental health services. Approval of this Agreement provides for the continuity of care to adults with severe psychiatric disabilities and complies with the requirements of the Welfare and Institutions Code Section 5600 (Bronzan-McCorquodale Act).
 
This proposed Agreement supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 9) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  This Agreement is on file with Clerk of the Board.
 
 
FINANCING:
This Agreement is funded by Realignment revenue.  The funds for this Agreement are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2013-14 Adopted Budget.
