a. Approve Amendment No. 2 to Professional Services Agreement No. A-12164 with Kimley-Horn and Associates, Inc. to expand the study area of the Carmel Valley Road Corridor from Laureles Grade to Boronda Road. Amendment No. 2 will increase the Professional Services Agreement by $12,090, for a total amount not to exceed $364,343, and extend the term to December 31, 2014; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 2 to Professional Services Agreement No. A-12164, and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 2 to Professional Services Agreement No. A-12164 with Kimley-Horn and Associates, Inc. to expand the study area of the Carmel Valley Road Corridor from Laureles Grade to Boronda Road. Amendment No. 2 will increase the Professional Services Agreement by $12,090, for a total amount not to exceed $364,343, and extend the term to December 31, 2014; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 2 to Professional Services Agreement No. A-12164, and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY/DISCUSSION:
On December 13, 2011, the Board of Supervisors approved Professional Services Agreement (PSA) No. A-12164 with Kimley-Horn and Associates, Inc. (KHA) in the amount of $255,163 to provide engineering services associated with the Countywide Fee Program Nexus Study; Agriculture and Winery Corridor Plan Impact Fee based on the recent adoption of the General Plan Update; Carmel Valley Transportation Improvement Program (CVTIP) Traffic Analysis and Fee Calculation; and California Environmental Quality Act (CEQA) Environmental Review for the CVTIP, for a term to June 30, 2013.
On December 11, 2012, the Board of Supervisors approved Amendment No. 1 to PSA No. A-12164, to include additional engineering services for the analysis of corridor improvements on Carmel Valley Road to the PSA with KHA. These additional services were requested by the Carmel Valley residents to identify opportunities for operational improvements. Amendment No. 1 increased the PSA with KHA by $97,090, for a total amount not to exceed $352,253, and extended the term to December 31, 2013.
Amendment No. 2 to the PSA provides for an expansion to the study area of the Carmel Valley Road Corridor from Laureles Grade to Boronda Road, as requested by the Carmel Valley Road Committee. Amendment No. 2 will increase the PSA by $12,090, for a total amount not to exceed $364,343, and extend the term to December 31, 2014.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller, have reviewed and approved Amendment No. 2 to the PSA as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. The cost of the proposed Amendment No. 2 and associated costs for staff time in managing the services will be funded by the RMA - Public Works Road Fund (Fund 002, Department 3000, Unit 8195, Appropriations Unit RMA 012, Carmel Valley Traffic Impact Fees Account 2653). Sufficient appropriations are available to finance Amendment No. 2.
