RECOMMENDATION:
It is recommended the Board of Supervisors:
a. . Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or his designee to execute an agreement with Jane Finney, CLS, MBA, CPHQ, CPPS for on-site and off-site professional consulting services regarding the Delivery System Incentive Program at NMC for an amount not to exceed $150,000 with an agreement term of one (1) year (November 9, 2020 through November 8, 2021).
SUMMARY/DISCUSSION:
The Federal Center for Medicaid and Medicare Services (CMS) approved a five-year renewal of California’s Section 1115 Medicaid Waiver on December 30, 2015. The Waiver provided California with over $6.2 billion in new federal funding for programs that shifted the focus away from hospital-based and inpatient care towards outpatient, primary, and preventive care, thus shifting the focus from volume to value.
The Public Hospital Redesign and Incentives in Medi-Cal (PRIME) is a pay-for-performance delivery system transformation and alignment program. NMC engaged the services of Jane Finney in November of 2015 for consulting and project management services specific to the PRIME program.
In July of 2017, the California Department of Public Health implemented the Quality Incentive Program (QIP). QIP payments are tied to performance on designated performance metrics in four strategic categories: primary care, specialty care, inpatient care, and resource utilization. When fully implemented QIP will incorporate current PRIME metrics and will require ongoing performance improvement work and data reporting.
This new agreement will allow Ms. Finney to continue to perform the services for work associated with the PRIME and QIP programs. Services include implementation of milestones, execution of required programs, and further timely submission of required reports to the California Department of Health Care Services and other agencies.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this agreement as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement also been reviewed and approved by NMC’s Finance Committee on and by its Board of Trustees on November 13, 2020
FINANCING:
The cost for this agreement is $150,000, all of which is included in the Fiscal Year 2020-21 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement with allow for further assistance with the PRIME program as NMC continues to transform and improve the quality of care, access, and efficiency for its Medi-Cal members.
