RECOMMENDATIONS:
It is recommended that the Board of Supervisors adopt a Resolution:
a. Approving a Modified Proposition 1B-Local Streets and Roads Improvement Plan; and
b. Authorizing the Director of Public Works or his designee to act as the agent for the County to execute documents implementing the Proposition 1B allocations.
 
SUMMARY/DISCUSSION:
Today's action will modify the Proposition 1B-Local Streets and Roads Improvement Plan (Plan) by reallocating Proposition 1B funds from projects on the list that came in under-budget to a project that came in over-budget and by adding a new project, the Blackie Road Safety Improvements project.  (See attached Modified Proposition 1B-Local Streets and Roads Improvement Plan - Exhibit A ("Modified Plan").
 
On December 18, 2007, the Board adopted Resolution 07-423 approving a Proposition 1B Plan for Proposition 1B funds.  The Plan included a list of projects to be rehabilitated with hot mix asphalt and pavement reinforcing fabric, dig-outs, crack sealing, placement of shoulder backing and pavement striping.  The following six roadway projects are included in the Plan with $12,892,341 in Proposition 1B funding.
 
The San Miguel Canyon Road at Hall Road Project - The facility is a regional corridor that runs north to south from Highway 101 to Hall Road for approximately 4.68 miles.  The project was funded with $4,000,000 in Proposition 1B funds.  The project came in under-budget at $3,859,400, a surplus/savings of $140,600 in Proposition 1B funds.  The project was completed in FY 2006-07.
 
The Espinosa Road Overlay Project - Espinosa Road is a regional corridor that runs east to west from State Highway 101 to State Highway 183, approximately 4.94 miles in length.  The project was funded with $500,000 in Proposition 1B, $1,859,873 in Proposition 42, $2,108,638 in American Recovery and Reinvestment Act (ARRA) and $731,489 Regional Surface Transportation Plan (RSTP) funds for a total of $5,200,000.  The project came in under-budget at $3,309,776, a surplus/savings of $1,890,224.  The $1,890,224 includes $30,351 in RSTP and $1,859,873 in Proposition 42 funds.  The RSTP funds will be reallocated to future projects requiring a local match and the Proposition 42 funds were used on other Road fund activities.  The project was completed in FY 2009-10.
 
The Carmel Valley Road - Schulte Road to Dorris Drive Project - This segment of Carmel Valley Road is a regional corridor that runs east to west.  The length of this segment is approximately 1.25 miles.  The project was funded with $1,100,000 in Proposition 1B funds and $55,000 in RSTP.  The project came in under-budget at $1,080,000 a surplus/savings in Proposition 1B funds of $75,000.  The project was completed in FY 2010-11.
 
The Davis Road Overlay Project - Davis Road is a regional corridor that runs north to south and connects commuters and tourist from North Monterey County as well as the City of Salinas to the Monterey Peninsula.  The project length is approximately 1.68 miles.  The project was funded with $1,450,000 in Proposition 1B funds, $214,511 in RSTP, and $250,000 with a City of Salinas contribution for a total cost of $1,914,511.  The project came in under-budget at $1,741,000 a surplus/savings in Proposition 1B funds of $173,511.  The project was completed in FY 2011-12.
 
The Carmel Valley Road - Dorris Drive to Rancho Fiesta Road Project - This segment of Carmel Valley Road is a regional corridor that runs east to west.  The length is approximately 2.25 miles.  The project was funded with $1,792,341 in Proposition 1B funds.  The project came in over-budget at $1,807,700 a deficit of $15,359.  The project was completed in FY 2011-12.
 
The San Juan Road - Murphy Road Project to State Highway 101 - San Juan Road is a regional corridor that runs east to west for approximately 4.73 miles.  The project is funded with $4,050,000 in Proposition 1B funds.  The cost is expected to come within budget.  The project is scheduled for construction in the spring of 2012.
 
The total Proposition 1B surplus/savings from projects that came in under-budget is $389,111.  Staff recommends $15,359 be reallocated to the Carmel Valley - Dorris Drive to Rancho Fiesta Road project and the balance of $373,752 be allocated to the Blackie Road Phase I and II Safety Improvement project.  The Proposition 1B regulations require the Modified Plan be approved by the Board of Supervisors.
 
The Blackie Road Safety Improvements project will provide safety and roadway surface improvements along 1.35 miles of Blackie Road between MP 3.25 and MP 4.6.  The project includes the construction of roadway improvements, shoulder treatments, drainage improvements, centerline rumble strips, thermoplastic pavement markings, pavement markers, and warning signs.  The preliminary cost estimate is approximately $2,680,000.  The estimated total cost for the safety improvements are funded with $1,800,000 High Risk Rural Road (HR3), $2,535 in Traffic Impact Fees, and $503,713 in RSTP funds for a total of $2,306,248 a shortfall of $373,752.  The allocation of $373,752 in Proposition 1B funds will assist in fully funding the project.  The project is scheduled for construction in fall of 2012.

There is no impact to the General Fund or Road Fund.
