RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute an application inclusive of terms and conditions between the County of Monterey and the Public Health Accreditation Board Public Health Accreditation Program for reaccreditation of the County of Monterey Health Department effective July 1, 2023, through June 30, 2028, for a total amount not to exceed $42,000.

 

SUMMARY/DISCUSSION:

The County of Monterey Health Department (Department) obtained its initial five-year Public Health Accreditation on May 15, 2018, which is set to expire on June 30, 2023. In line with national efforts, local health departments actively participate in the process of public health accreditation. This accreditation framework aims to enhance the quality and performance of public health agencies, ensuring their accountability to governing bodies, policymakers, and the communities they serve. By establishing consistent standards, public health accreditation guarantees that individuals in different states, counties, and regions have access to a comparable range and quality of services.

 

Furthermore, public health accreditation facilitates the efficient utilization of limited resources by encouraging strategic investments to improve community health. It fosters accountability to residents and elected officials, while also driving innovation through collaborative efforts among departments to address the unique needs of their communities. The national Public Health Accreditation Program (Program)which started in 2011 under the guidance of the Centers for Disease Control and Prevention, remains voluntary. The Program received support from the Robert Wood Johnson Foundation, and the Public Health Accreditation Board (PHAB serves as the national accrediting organization for public health departments.

 

The upcoming national reaccreditation process will align with the implementation of the County of Monterey Health Department's Strategic Plan Goals and supports the county-wide performance management system. This inclusive process will involve community members, staff, and collaboration across different departments, ensuring the preparation of prerequisite documents and the provision of evidence showcasing the Department's compliance with accreditation standards and measures. Once awarded, the accreditation status remains valid for five years. As the expiration date approaches, health departments must apply for reaccreditation to maintain their accredited status.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports all ten essential public health services: 1. Monitor health status to identify and solve community health problems. 2. Diagnose and investigate health problems and health hazards in the community. 3. Inform, educate, and empower people about health issues. 4. Mobilize community partnerships and action to identify and solve health problems. 5. Develop policies and plans that support individual and community health efforts. 6. Enforce laws and regulations that protect health and ensure safety. 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 8. Assure competent public and personal health care workforce.  9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services.  10. Research for new insights and innovative solutions to health problems.

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved the PHAB Terms and Conditions - Accreditation Program application as to legal form and fiscal provisions, respectively.

 

FINANCING:

There are sufficient appropriations and revenues included in  MCHD’s FY 2023-24 Adopted Budget (001-4000-HEA014-8438) and will be included in the Department’s Requested Budget for future fiscal years.
