RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Adopt a resolution with current and updated California Department of Resources, Recycling, and Recovery specific language authorizing the Monterey County Health Department to submit to Department of Resources, Recycling and Recovery (“CalRecycle”) all documents related to the Waste Tire Program cycle for December 1, 2016 through December 1, 2020

b.                     Authorize the Director of Health or Assistant Director of Health to execute all documents associated with the Waste Tire Program during the period authorized; and to receive funds associated with it to carry out the objectives as outlined in the program as the signature authority.

 

SUMMARY/DISCUSSION:

Improperly handled waste tires pose substantial threats to public health and safety, and to the environment, due to mosquito harborage and fire hazard.  As the Local Enforcement Agency (LEA) for California's Department of Resources, Recycling and Recovery (“CalRecycle”), Environmental Health enforces state laws and regulations to ensure the safe storage, transportation and disposal of waste tires.  CalRecycle provides Waste Tire Enforcement Grants to LEAs to help cover program costs such as personnel, training, and equipment procurement.  To receive the grant award, Monterey County must provide to CalRecycle an order by the Board of Supervisors that includes the recommended language in a Resolution.

There is no General Fund contribution resulting from this Board action.
