RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign a funding agreement and related amendments to the agreement with the California Department of Aging, Modernizing Older Californians Act, Grant Agreement No. OM-2223 for supportive services to seniors retroactive to January 1, 2023, for the term of January 1, 2023 through March 31, 2026, in the amount of $693,778 or such amounts as State makes available during the term. 

 

SUMMARY/DISCUSSION:

The California Department of Aging (CDA) released a contract for the Older Californians Act Modernization (OCA-M) and divided the funding amounts into two areas including Supportive Services and Nutrition.  This particular contract (#OM-2223-32) focuses on Supportive Services and is to be distinguished from a separate OCA-M contract that focuses on Nutrition Services. For the Supportive Services portion, the County of Monterey Department of Social Services, Area Agency on Aging (AAA) received an allocation of $693,778. 

 

Due to the amount and one-time nature of this funding, AAA intends to utilize these funds towards existing Older Americans Act (OAA) Caregiver Support for people with Dementia/Alzheimer’s and Caregiver Respite programs and services that best achieve the intents and purposes within the enacted program funding.

 

This state agreement was received after the start term of the agreement and therefore is retroactive back to the effective date of January 1, 2023.

 

OTHER AGENCY INVOLVEMENT:

AAA plans to contract with its Family Caregiver Support Program providers and other partners to provide caregiver respite services and caregiver support for people with Dementia and Alzheimer’s disease. County Counsel has approved the agreement as to form. The County Administrator’s Office - Budget Office concurs with these actions.

 

FINANCING:

This funding agreement allocates $693,778 to the Department of Social Services, Area Agency on Aging in providing supportive services to seniors. The term of the agreement goes through March 31, 2026. The total amount of $693,778 was included in the Department’s FY 2023-24 Recommended Budget. To the extent that the entire amount of $693,778 is not spent in FY 2023-24, the remaining unspent balance will be incorporated in the development of the FY 2024-25 budget.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by access to resources and individualized assistance to residents of Monterey County.
