a. Approve and authorize the Director of Health or Assistant Director of Health to sign an Agreement with the City of Salinas in the amount of $67,585, for the period retroactive to October 1, 2020 through December 21, 2023, for the provision of grant evaluation services by the Health Department’s Planning, Evaluation, and Policy Unit, which will include developing an evaluation and logic model and the collection of data from the grant’s two community partner organizations (California Youth Outreach and Rancho Cielo) for quarterly reports submitted in partnership with the City of Salinas; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments up to ten percent (10%) ($6,758) of the original contract amount, which does not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign an Agreement with the City of Salinas in the amount of $67,585, for the period retroactive to October 1, 2020 through December 21, 2023, for the provision of grant evaluation services by the Health Department’s Planning, Evaluation, and Policy Unit, which will include developing an evaluation and logic model and the collection of data from the grant’s two community partner organizations (California Youth Outreach and Rancho Cielo) for quarterly reports submitted in partnership with the City of Salinas; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments up to ten percent (10%) ($6,758) of the original contract amount, which does not significantly alter the scope of services.
SUMMARY/DISCUSSION:
Monterey County Health Department (MCHD) conducts evaluations as a service for local community stakeholders to support improving population outcomes for important health issues. One issue that is of particular focus in Salinas is that of youth violence. To address this issue, the city of Salinas has a coordinated violence reduction strategy following the Department of Justice's Prevention, Intervention, Enforcement, and Re-Entry (PIER) approach. The strategy is shepherded by the Community Alliance for Safety and Peace (CASP) co-chaired by the Mayor of Salinas and District 1 County Supervisor. Service gaps for high-risk youth are evident based on community input at strategy forums.
As part of its efforts to address these gaps, the City of Salinas submitted a proposal to the Board of State and Community Corrections and was selected as a recipient of a three year CalVIP grant to implement evidence-based and promising practice programs with two area community-based organizations, to run from October 2020 through December 2023. The grant requires an evaluation by an independent entity. In the grant proposal, the City of Salinas proposed MCHD as the local evaluator.
Pursuant to the Agreement, MCHD’s Planning, Evaluation, and Policy unit shall conduct the CalVIP grant evaluation. Services will include developing an evaluation plan and logic model and collection of data from the grant’s two community partner organizations (California Youth Outreach and Rancho Cielo) for quarterly reports submitted in partnership with the City of Salinas through an online data portal to BSCC.
The completion of this Agreement was delayed as the PEP staff redirected efforts to create the Health Department’s COVID-19 Call Center to provide consistent coverage for questions from the Public and provide other assistance to community partners to distribute internet hot-spots, coordination of stipend assistance, community outreach and provide support, as needed. City staff also had staff redirection due to COVID-19 pandemic response.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 1. Empower the community to improve health; 2. Enhance community health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 5. Develop policies and plans that support individual and community efforts.
OTHER AGENCY INVOLVEMENT:
The office of County Counsel and Auditor-Controller have reviewed and approved this contract as to form and fiscal provisions, respectively.
FINANCING:
There are sufficient appropriations and revenue in the Health Department’s FY 2020-21 Adopted Budget and will be included in the Health Department FY 2021-22 and FY 2022-23 Requested Budgets.
