a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Agreement with Marvin Behavioral Health, Inc and Marvin Behavioral Health CA, P.C. for the provision of behavioral health services to eligible County of Monterey employees and their eligible family members. The initial term of the Agreement will begin August 1, 2024 and terminate December 31, 2027, with an option to extend the Agreement for up to three (3) additional one (1)-year periods. Services contracted under this Agreement shall incur no cost to the County of Monterey; and
b. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign future Amendments to the Agreement where the Amendments do not significantly change the scope of work or add any cost to the County of Monterey.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Agreement with Marvin Behavioral Health, Inc and Marvin Behavioral Health CA, P.C. for the provision of behavioral health services to eligible County of Monterey employees and their eligible family members. SUMMARY/DISCUSSION:
In October 2023, the Board of Supervisors approved a county policy that aligns with the U.S. Surgeon General’s Framework for Workplace Mental Health and Well-Being.
To support the mental health and well-being of county employees and to enable Natividad Medical Center (NMC) to ensure compliance by providing NMC residents access to therapy, it is recommended that, in addition to offering the current Employee Assistance Program, the county contract with Marvin Behavioral Health (Marvin). Through its licensed therapists, Marvin will provide behavioral health services via the Marvin secure digital telehealth platform to County of Monterey employees and their eligible family members, 18 years of age or older, who are included on the employee’s health insurance. Marvin Behavioral Health services include:
• Individual teletherapy sessions
• Group sessions and mentorship programming sessions
• Therapy exercises, such as online meditations
• 24/7 licenses teletherapy support line
• Countywide and department specific workshops
Marvin will offer complimentary informational lunch and learn webinars, providing an overview of Marvin services and inviting webinar participants to schedule a complimentary introductory session.
Employees who are interested in participating in services provided by Marvin may voluntarily furnish their health insurance information to Marvin to be provided an estimated cost for the services.
Participants who choose to have Marvin bill their insurance will be responsible for applicable coinsurance, co-pays, and deductibles if required by their insurance provider.
Participants without insurance, or those who are unable to cover the cost of coinsurance, co-pays, or deductibles, may be eligible to have their out-of-pocket costs covered in accordance with the Marvin Scholarship Program or could be responsible for paying for such ongoing teletherapy services directly to Marvin.
There will be no financial responsibility to the County of Monterey associated with services provided under this Agreement.
OTHER AGENCY INVOLVEMENT:
The office of the County Counsel has reviewed and approved the Agreement as to form and legality.
FINANCING:
There is no financial impact to the County of Monterey associated with the proposed actions.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The proposed recommended actions support the Board of Supervisors’ Administration Strategic Initiative. The recommended actions will allow the County to behavioral health services, which supports the County’s commitment to provide quality benefits to employees to meet the Board’s strategic initiative by attracting, recruiting, and retaining a diverse and talented work force that supports the mission of the County of Monterey.
