a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Telstar Instruments for preventative maintenance and emergency repairs/troubleshooting on sewage grinding equipment, pumps, and controls/sensors, for the term of July 1, 2022 to June 30, 2025, in the amount of $422,000; and
b. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign three (3) future one (1) year amendments that do not drastically change the scope of work and increase each amendment by $140,000 plus 10 percent of the total contract.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Telstar Instruments for preventative maintenance and emergency repairs/troubleshooting on sewage grinding equipment, pumps, and controls/sensors, for the term of July 1, 2022 to June 30, 2025, in the amount of $422,000; and
b. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign three (3) future one (1) year amendments that do not drastically change the scope of work and increase each amendment by $140,000 plus 10 percent of the total contract.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) and the Department of Public Works, Facilities & Parks request approval of this agreement.
Telstar Instruments is an engineering firm that provides maintenance, repair, and installation of specialized equipment (pump, grinder and mixer) located in a septic/sewage pit at the Jail. Inmates at the Jail facility flush all types of items down the toilets, including torn sheets, towels, food item bags that may been purchased at the commissary, wads of paper, etc., which can damage or disable the system, resulting in flooding and bio-hazardous waste contamination within an occupied facility. The equipment must be kept in good operating condition to avoid costly remediation of bio-hazardous waste contamination and relocation of inmates.
The grinding equipment requires regular maintenance and at times new components must be purchased and installed when equipment is damaged beyond repair. The equipment is located in an underground vault, as such contractor (Telstar) employs qualified technicians, and holds appropriate licenses and certifications, including California State Contractor licenses in the following categories: A-General Engineering, B-Building, C-Low Voltage Electric and C-10 Electrical, and certification for work in a confined space on the equipment located in the “septic/sewage Pit”, where bio-hazardous material is located. Technicians working in the “Pit” wear protective gear and utilize specialized equipment and rigging to accomplish the work.
MCSO/Facilities continue to look for additional contractors with the capability to perform the tasks currently being performed by Telstar Instruments.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office, County Counsel and Auditor-Controller have reviewed. Public Works, Facilities & Parks supports this amendment.
FINANCING:
The costs of this contract is included in the FY 2022-23 Recommended Budget, and ongoing costs will be included in future year budgets. There will be no increase in the General Fund Contribution resulting from this Board action.
