a. Approve and authorize the Director of Health Services or designee to execute a County Standard Agreement with Seneca a Family of Agencies to develop and oversee a four (4) bed Crisis Stabilization Unit (CSU), a four (4) bed Children’s Crisis Residential Program (CCRP), and two (2) bed Enhanced Short-Term Residential Therapeutic Program (E-STRTPs) participating in the Children’s Crisis Continuum Pilot Program (CCCPP) Grant in the total Agreement amount not to exceed $3,546,446 for the retroactive term of July 1, 2024 through June 30, 2028; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the agreement that do not exceed 10% ($354,644) of the original agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $3,901,090.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a County Standard Agreement with Seneca a Family of Agencies to develop and oversee a four (4) bed Crisis Stabilization Unit (CSU), a four (4) bed Children’s Crisis Residential Program (CCRP), and two (2) bed Enhanced Short-Term Residential Therapeutic Program (E-STRTPs) participating in the Children’s Crisis Continuum Pilot Program (CCCPP) Grant in the total Agreement amount not to exceed $3,546,446 for the retroactive term of July 1, 2024 through June 30, 2028; and
b. SUMMARY/DISCUSSION:
The County of Monterey was awarded the Children’s Crisis Continuum Pilot Program (“CCCPP”) grant award by the California Department of Social Services (CDSS) to assist in developing a highly integrated continuum of services designed to serve foster youth who are in crisis. The County has partnered with Seneca Family of Agencies (“Seneca”) to use grant funds to support the development of a co-located four-bed Crisis Stabilization Unit (CSU) and four-bed Children’s Crisis Residential Program (CCRP) as well as a two-bed Enhanced Short-Term Residential Treatment Program (E-STRTP). These programs will fill gaps in the existing continuum of crisis services available to foster youth, which currently includes fifteen (15) Intensive Services Foster Care Homes (ISFC Homes), a 24-hour Mobile Response Team, and Wraparound Services, and were identified as priorities by a collaborative group of stakeholders.
This agreement is being presented retroactively to the Board due to delays in executing the Grant Agreement between the County and CDSS which is funding the agreement. The CCCPP Grant Agreement between the County and CDSS included documents, such as the Final Work Plan and Budget, that required extensive review by CDSS. This resulted in a delay in the execution of the Grant Agreement, which was fully executed in June 2024. It was required that this agreement be fully executed before the finalization of this Standard Agreement commenced.
This work supports the following County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by the Children’s Crisis Continuum Pilot Program (CCCPP) Grant (100%). The funds for FY 2024-25 are included in the Health Department (HEA012-8410) Adopted Budget. The funds for FY 2026-27 and FY 2027-28 will be included in the Health Department's Requested Budget.
