RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt Resolution to:
a. Authorize the Arts Council for Monterey County (ACMC) to apply for a grant, in the amount of $45,000, from the California Arts Council; and
b. Acknowledge the Arts Council for Monterey County as the official local arts partner agency for Monterey County.
SUMMARY/DISCUSSION:
The Arts Council for Monterey County (ACMC) is applying for a grant from the California Arts Council, in the amount of $45,000. The California Arts Council requires a resolution from the County authorizing the ACMC to apply for a grant. Funds from the grant would be used by the ACMC to benefit Monterey County youth and families.
Attached is a letter from Paulette Lynch, ACMC Executive Director, requesting authorization from the Board of Supervisors to apply for State funding from the California Arts Council. The letter requests the Board of Supervisors adopt a resolution that contains the following: 1) The Arts Council for Monterey County as the official Monterey County partner agency for the California Arts Council, and 2) The Arts Council for Monterey County is approved to apply for a grant in the amount of $45,000 for general support that will benefit Monterey County residents through arts programs that will reach those with the greatest needs.
The County has an agreement with the ACMC to administer the County's Cultural Arts Program. The purpose of the Cultural Arts Program is to strengthen the local economy and enrich the quality of life by nurturing and promoting artists, artisans, arts educators, and arts organizations. Obtaining the additional funding will enable the ACMC to strengthen the Cultural Arts Program for Monterey County.
There is no County funding required or implied by adoption of the Resolution. There is no administrative requirement by the County, as funds will go directly to the ACMC without passing through County funds.
OTHER AGENCY INVOLVEMENT:
The Arts Council Board of Directors unanimously approved that these funds, if granted, will be used for the purposes outlined. County Counsel has approved the resolution as to form.
FINANCING:
The recommendation has no financial impact on the General Fund. The Board approved funding the ACMC for FY 2018-19, in the amount of $421,330, as part of the funding formula for the Development Set-Aside Agencies. No matching funds are required from the County for the Arts Council to apply for the grant application.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Authorizing the ACMC to apply for state funding would provide additional ACMC funding to strengthen the Cultural Arts Program throughout the County and promote the following Board of Supervisors strategic initiatives:
